8     LONG TITLE
9     General Description:
10          This bill reauthorizes the Utah Health Care Workforce Financial Assistance Program
11     and repeals certain outdated provisions.
12     Highlighted Provisions:
13          This bill:
14          ▸     amends the membership of the Utah Health Care Workforce Financial Assistance
15     Program Advisory Committee;
16          ▸     amends the repeal date for the Utah Health Care Workforce Financial Assistance
17     Program; and
18          ▸     repeals provisions related to certain contracts and applications that no longer exist.

30     Be it enacted by the Legislature of the state of Utah:
31          Section 1. Section 26-46-103 is amended to read:
32          26-46-103. Advisory committee -- Membership -- Compensation -- Duties.
33          (1) There is created the Utah Health Care Workforce Financial Assistance Program
34     Advisory Committee consisting of the following 13 members appointed by the executive
35     director, eight of whom shall be residents of rural communities:
36          (a) one rural representative of Utah Hospitals and Health Systems, nominated by the
37     association;
38          (b) two rural representatives of the Utah Medical Association, nominated by the
39     association;
40          (c) one representative of the Utah Academy of Physician Assistants, nominated by the
41     association;
42          (d) one representative of the Association for Utah Community Health, nominated by
43     the association;
44          (e) one representative of the Utah Dental Association, nominated by the association;
45          (f) one representative of mental health therapists, selected from nominees submitted by
46     mental health therapist professional associations;
47          (g) one representative of the Association of Local Health Officers, nominated by the
48     association;
49          (h) one representative of [the] a low-income advocacy [community] group, nominated
50     by [the Utah Human Services Coalition] a Utah health and human services coalition that
51     represents underserved populations;
52          (i) one nursing program faculty member, nominated by the Statewide Deans and
53     Directors Committee;
54          (j) one administrator of a long-term care facility, nominated by the Utah Health Care
55     Association;
56          (k) one nursing administrator, nominated by the Utah Nurses Association; and
57          (l) one geriatric professional who is:

58          (i) determined by the department to have adequate advanced training in geriatrics to
59     prepare the person to provide specialized geriatric care within the scope of the person's
60     profession; and
61          (ii) nominated by a professional association for the profession of which the person is a
62     member.
63          (2) An appointment to the committee shall be for a four-year term unless the member is
64     appointed to complete an unexpired term. The executive director may also adjust the length of
65     term at the time of appointment or reappointment so that approximately 1/2 the committee is
66     appointed every two years. The executive director shall annually appoint a committee chair
67     from among the members of the committee.
68          (3) The committee shall meet at the call of the chair, at least three members of the
69     committee, or the executive director, but no less frequently than once each calendar year.
70          (4) A majority of the members of the committee constitutes a quorum. The action of a
71     majority of a quorum constitutes the action of the committee.
72          (5) A member may not receive compensation or benefits for the member's service, but
73     may receive per diem and travel expenses in accordance with:
74          (a) Section 63A-3-106;
75          (b) Section 63A-3-107; and
76          (c) rules made by the Division of Finance pursuant to Sections 63A-3-106 and
77     63A-3-107.
78          (6) The committee shall:
79          (a) make recommendations to the department for the development and modification of
80     rules to administer the Utah Health Care Workforce Financial Assistance Program; and
81          (b) advise the department on the development of a needs assessment tool for
82     identifying underserved areas.
83          (7) As funding permits, the department shall provide staff and other administrative
84     support to the committee.
85          Section 2. Section 63I-2-226 is amended to read:

86          63I-2-226. Repeal dates -- Title 26.
87          (1) Title 26, Chapter 46, Utah Health Care Workforce Financial Assistance Program, is
88     repealed July 1, [2017] 2027.
89          (2) Section 26-18-412 is repealed December 31, 2016.
90          Section 3. Repealer.
91          This bill repeals:
92          Section 26-46-104, Continuity between programs.
