9     Committee Note:
10          The Native American Legislative Liaison Committee recommended this bill.
11     General Description:
12          This bill modifies provisions related to education and American Indians and Alaskan
13     Natives.
14     Highlighted Provisions:
15          This bill:
16          ▸     creates a pilot program related to teachers at American Indian and Alaskan Native
17     concentrated schools located in certain areas; and
18          ▸     makes technical corrections.
19     Money Appropriated in this Bill:
20          This bill appropriates for fiscal year 2018:
21          ▸     to the State Board of Education - State Office of Education, as an ongoing
22     appropriation:

31     Be it enacted by the Legislature of the state of Utah:
32          Section 1. Section 53A-31-403 is amended to read:
33          53A-31-403. Pilot programs created.
34          (1) (a) Beginning with fiscal year 2016-2017, there is created a five-year pilot program
35     administered by the board to provide grants targeted to address the needs of American Indian
36     and Alaskan Native students.
37          [(2)] (b) The pilot program shall consist of a grant program to school districts and
38     charter schools to be used to fund stipends, recruitment, retention, and professional
39     development of teachers who teach in American Indian and Alaskan Native concentrated
40     schools.
41          (2) (a) Beginning with fiscal year 2017-2018, there is created a four-year pilot program
42     administered by the board to provide grants targeted to address the needs of American Indian
43     and Alaskan Native students residing within a county of the fourth or fifth class that has more
44     than 7,000 American Indians or Alaskan Natives residing in the county.
45          (b) The pilot program shall consist of a grant program to school districts and charter
46     schools wholly within a county described in Subsection (2)(a) to be used to fund stipends,
47     recruitment, retention, and professional development of teachers who teach in American Indian
48     and Alaskan Native concentrated schools.
49          (3) Up to 3% of the money appropriated to [the] a grant program under this part may be
50     used by the board for costs in implementing the pilot program.
51          Section 2. Section 53A-31-405 is amended to read:
52          53A-31-405. Reporting -- Meeting.
53          (1) The liaison shall annually report to the Native American Legislative Liaison
54     Committee during the [five years of the] term of a pilot program under this part regarding:
55          (a) what entities receive a grant under this part;
56          (b) the effectiveness of the expenditures of grant money; and
57          (c) recommendations, if any, for additional legislative action.
58          (2) The Native American Legislative Liaison Committee shall annually schedule at

59     least one meeting at which education is discussed with selected stakeholders.
60          Section 3. Appropriation.
61          The following sums of money are appropriated for the fiscal year beginning July 1,
62     2017, and ending June 30, 2018. These are additions to amounts previously appropriated for
63     fiscal year 2018. Under the terms and conditions of Title 63J, Chapter 1, Budgetary Procedures
64     Act, the Legislature appropriates the following sums of money from the funds or accounts
65     indicated for the use and support of the government of the state of Utah.

70          Section 4. Effective date.
71          If approved by two-thirds of all the members elected to each house, this bill takes effect
72     upon approval by the governor, or the day following the constitutional time limit of Utah
73     Constitution, Article VII, Section 8, without the governor's signature, or in the case of a veto,
74     the date of veto override.
