7 LONG TITLE
8 General Description:
9 This bill amends a provision related to diaper changing facilities.
10 Highlighted Provisions:
11 This bill:
12 ▸ provides that, under certain circumstances, a building owned by a state government
13 entity or by a political subdivision shall provide diaper changing facilities if the
14 building is newly constructed or renovated.

23 Be it enacted by the Legislature of the state of Utah:
24 Section 1. Section 15A-3-112 is amended to read:
25 15A-3-112. Amendments to Chapters 29 through 31 of IBC.
26 (1) In IBC [P] Table 2902.1 the following changes are made:
27 (a) The title for [P] Table 2902.1 is deleted and replaced with the following: "[P] Table
28 2902.1, Minimum Number of Required Plumbing Facilities a, h".
29 (b) In the row for "E" occupancy in the field for "OTHER" a new footnote i is added.
30 (c) In the row for "I-4" occupancy in the field for "OTHER" a new footnote i is added.
31 (d) A new footnote h is added as follows: "FOOTNOTE: h. When provided, subject to
32 footnote j, in public toilet facilities there shall be an equal number of diaper changing facilities
33 in male toilet rooms and female toilet rooms."
34 (e) A new footnote i is added to the table as follows: "FOOTNOTE i: Non-residential
35 child care facilities shall comply with additional sink requirements of Utah Administrative
36 Code R430-100-4."
37 (f) A new footnote j is added to the table as follows: "FOOTNOTE j: A building
38 owned by a state government entity or by a political subdivision of the state that allows access
39 to the public shall provide diaper changing facilities in accordance with footnote h if the
40 building is:
41 1. newly constructed; or
42 2. renovated."
43 (2) A new IBC, Section [P]2902.7, is added as follows:
44 "[P]2902.7 Toilet Facilities for Workers.
45 Toilet facilities shall be provided for construction workers and such facilities shall be
46 maintained in a sanitary condition. Construction worker toilet facilities of the nonsewer type
47 shall conform to ANSI Z4.3."
48 (3) In IBC, Section 3006.5, a new exception is added as follows: "Exception: Hydraulic
49 elevators and roped hydraulic elevators with a rise of 50 feet or less."
