8 General Description:
9 This bill requires the Public Education Appropriations Subcommittee to review the
10 related to basic school programs.
11 Highlighted Provisions:
12 This bill:
13 ▸ requires the Public Education Appropriations Subcommittee to review no later than
14 November 30, 2017, each related to basic school program and establish a review
15 schedule going forward.

24 Be it enacted by the Legislature of the state of Utah:
25 Section 1. Section 53A-17a-173 is enacted to read:
26 53A-17a-173. Review of related to basic school programs.
27 (1) No later than November 30, 2017, the Public Education Appropriations
28 Subcommittee shall:
29 (a) review and make recommendations on each program in the related to basic school
30 programs described in Subsection (3);
31 (b) adopt a review schedule going forward for each program described in Subsection
32 (3), placing a program on a schedule to review annually or every four years; and
33 (c) review annually or every four years each program according to the schedule adopted
34 under Subsection (1)(b).
35 (2) For a related to basic program that is not listed in Subsection (3) and is adopted by
36 the Legislature after January 1, 2017, the Public Education Appropriations Subcommittee shall:
37 (a) review and make recommendations for the program in the program's initial year of
38 implementation;
39 (b) adopt a review schedule going forward for the program, placing the program on a
40 schedule to review annually or every four years; and
41 (c) review annually or every four years the program according to the schedule adopted
42 under Subsection (2)(b).
43 (3) The programs subject to review under Subsection (1) are the following:
44 (a) the state-supported transportation program described in Section 53A-17a-127;
45 (b) the grants for unsafe routes program described in Section 53A-17a-126.5;
46 (c) the state contribution guarantee program for transportation described in Section
47 53A-17a-127;
48 (d) the weighted pupil unit flexibility allocations described in Section 53A-17a-105;
49 (e) the Enhancement for At-Risk Students Program described in Section 53A-17a-166;
50 (f) the youth in custody program described in Section 53A-1-403;
51 (g) the adult education program described in Chapter 15, Part 4, Adult Education;
52 (h) the Enhancement for Accelerated Students Program described in Section
53 53A-17a-165;
54 (i) the Centennial Scholarship Program described in Section 53A-15-102;
55 (j) the concurrent enrollment program described in Chapter 15, Part 17, Concurrent
56 Enrollment;
57 (k) the Title 1 Schools Paraeducators Program described in Section 53A-17a-168;
58 (l) the School LAND Trust Program described in Section 53A-16-101.5;
59 (m) the Charter School Local Replacement Funding program described in Section
60 53A-1a-513;
61 (n) the charter school administration allocations described in Section 53A-17a-108;
62 (o) the K-3 Reading Improvement Program described in Section 53A-17a-150;
63 (p) the educator salary adjustments described in Section 53A-17a-153;
64 (q) (i) the Teacher Salary Supplement Program described in Section 53A-17a-156; and
65 (ii) the Teacher Salary Supplement Restricted Account described in Section
66 53A-17a-157;
67 (r) the school library books and electronic resources appropriation described in Section
68 53A-17a-155;
69 (s) the matching appropriation for school nurses described in Section 53A-17a-154;
70 (t) the Critical Languages Program described in Section 53A-15-104;
71 (u) the Dual Language Immersion Program described in Section 53A-15-105;
72 (v) the Utah Science Technology and Research (USTAR) Initiative Centers Program
73 described in Section 53A-17a-159;
74 (w) the Beverley Taylor Sorenson Elementary Arts Learning Program described in
75 Section 53A-17a-162;
76 (x) the early intervention program described in Section 53A-17a-167; and
77 (y) the Digital Teaching and Learning Grant Program described in Chapter 1, Part 15,
78 Digital Teaching and Learning Grant Program.
