7     LONG TITLE
8     General Description:
9          This bill enacts provisions related to a humanoid robot program for the treatment of
10     autism spectrum disorder.
11     Highlighted Provisions:
12          This bill:
13          ▸     defines terms;
14          ▸     directs the State Board of Education to enter into a contract with a technology
15     provider for the sales and service maintenance of a humanoid robot program for a
16     one-year pilot program;
17          ▸     requires that the program include mechanisms to teach social and behavioral skill
18     development in the treatment of autism spectrum disorder;
19          ▸     directs the State Board of Education to award grants to local education agencies for
20     cost of the program;
21          ▸     gives the State Board of Education rulemaking authority; and
22          ▸     provides a repeal date.
23     Money Appropriated in this Bill:
24          This bill appropriates:
25          ▸     to the State Board of Education -- Initiative Programs, as a one-time appropriation:
26                    •     from the Education Fund $200,000.

36     Be it enacted by the Legislature of the state of Utah:
37          Section 1. Section 53A-1-415 is enacted to read:
38          53A-1-415. Autism assistive teaching pilot program.
39          (1) As used in this section:
40          (a) "Autism spectrum disorder" means the same as that term is defined by:
41          (i) the most recent edition of the Diagnostic and Statistical Manual on Mental
42     Disorders; or
43          (ii) a recent edition of another professionally accepted diagnostic manual.
44          (b) "Board" means the State Board of Education.
45          (c) "Humanoid robot" means a robot with the robot's body shape built to resemble the
46     human body.
47          (d) "Local education agency" or "LEA" means:
48          (i) a charter school;
49          (ii) a school district; or
50          (iii) the Utah Schools for the Deaf and the Blind.
51          (e) "Program" means the program described in Subsection (2)(a).
52          (2) (a) The board shall enter into a competitive contract with a technology provider for
53     the sales and service maintenance of a humanoid robot program that provides comprehensive
54     facial expressions and screen icons designed to teach social and behavioral skill development
55     in the treatment of autism spectrum disorder.
56          (b) The contract shall be for a one-year pilot program.
57          (3) The program shall include:
58          (a) an interactive curriculum with embedded evidence based practices;

59          (b) extensive video modeling vignettes;
60          (c) a comprehensive facilitator and activity manual for autism spectrum disorder
61     teachers and administrators;
62          (d) extension activities to be used outside of one-on-one robot interaction; and
63          (e) data analystics for monitoring and measuring growth and reporting functionality.
64          (4) (a) The board shall, subject to legislative appropriations, award a grant to an LEA
65     for 50% of the cost of the program.
66          (b) An LEA that receives a grant under Subsection (4)(a) shall match 50% of the cost
67     of the program.
68          (5) The board may use up to 5% of an appropriation made under this section for
69     administrative costs of running the program.
70          (6) The board, in accordance with Title 63G, Chapter 3, Utah Administrative
71     Rulemaking Act, shall adopt rules for the awarding of grants and administering the program
72     under this section.
73          Section 2. Section 63I-2-253 is amended to read:
74          63I-2-253. Repeal dates -- Titles 53, 53A, and 53B.
75          (1) Section 53A-1-403.5 is repealed July 1, 2017.
76          (2) Section 53A-1-411 is repealed July 1, 2017.
77          (3) Section 53A-1-415 is repealed July 1, 2018.
78          [(3)] (4) Section 53A-1-709 is repealed July 1, 2020.
79          [(4)] (5) Subsection 53A-1a-513(4) is repealed July 1, 2017.
80          [(5)] (6) Section 53A-1a-513.5 is repealed July 1, 2017.
81          [(6)] (7) Title 53A, Chapter 1a, Part 10, UPSTART, is repealed July 1, 2019.
82          [(7)] (8) Title 53A, Chapter 8a, Part 8, Peer Assistance and Review Pilot Program, is
83     repealed July 1, 2017.
84          [(8)] (9) Sections 53A-24-601 and 53A-24-602 are repealed January 1, 2018.
85          [(9)] (10) (a) Subsections 53B-2a-103(2) and (4) are repealed July 1, 2019.
86          (b) When repealing Subsections 53B-2a-103(2) and (4), the Office of Legislative
87     Research and General Counsel shall, in addition to its authority under Subsection 36-12-12(3),
88     make necessary changes to subsection numbering and cross references.
89          [(10)] (11) Title 53B, Chapter 18, Part 14, Uintah Basin Air Quality Research Project,

90     is repealed July 1, 2023.
91          Section 3. Appropriation.
92          The following sums of money are appropriated for the fiscal year beginning July 1,
93     2017, and ending June 30, 2018. These are additions to amounts previously appropriated for
94     fiscal year 2018. Under the terms and conditions of Title 63J, Chapter 1, Budgetary Procedures
95     Act, the Legislature appropriates the following sums of money from the funds or accounts
96     indicated for the use and support of the government of the state of Utah.
