7     LONG TITLE
8     General Description:
9          This bill modifies provisions related to the statewide student information system.
10     Highlighted Provisions:
11          This bill:
12          ▸     requires the State Board of Education to prepare a plan to privatize the statewide
13     student information system and present the plan to the Economic Development and
14     Workforce Services Interim Committee; and
15          ▸     requires the State Board of Education to develop and charge fees for local education
16     agencies that use the current statewide student information system.

25     Be it enacted by the Legislature of the state of Utah:
26          Section 1. Section 53A-1-416 is enacted to read:
27          53A-1-416. Student information system -- Plan to privatize.

28          (1) As used in this section:
29          (a) "Board" means the State Board of Education.
30          (b) "LEA" means a school district or charter school.
31          (c) "Statewide student information system" or "system" means a computer database
32     that is developed and offered by the board to an LEA to provide:
33          (i) academic intervention tracking;
34          (ii) assessment imports;
35          (iii) attendance tracking;
36          (iv) college and career tracking;
37          (v) food service data;
38          (vi) notifications of student academic summary information;
39          (vii) scheduling;
40          (viii) teacher grade books; or
41          (ix) daily submission of information for state and federal reporting.
42          (2) The board shall:
43          (a) prepare a plan to privatize the statewide student information system; and
44          (b) present the plan to the Economic Development and Workforce Services Interim
45     Committee no later than September 30, 2017.
46          (3) In accordance with the provisions of Section 63J-1-504, the board shall adopt fees
47     for the use of the statewide student information system based upon the actual costs to operate
48     and maintain the statewide student information system, including:
49          (a) staff to operate and maintain the system;
50          (b) administration of the system;
51          (c) hardware for the system;
52          (d) building and facilities expenses to house staff and hardware for the system; and
53          (e) any other associated costs of the system.
54          (4) Beginning with the 2017-18 school year, the board shall charge the fee in
55     Subsection (3) to an LEA for the use of the statewide student information system.
