9 General Description:
10 This concurrent resolution of the Legislature recognizes the contributions of snow
11 removal crews throughout the state of Utah in providing safe roads and enhanced
12 quality of life for the state's residents.
13 Highlighted Provisions:
14 This resolution:
15 ▸ acknowledges the hard work and long hours spent by snow removal crews to keep
16 Utah roads safe in winter conditions;
17 ▸ acknowledges cost savings achieved through snow removal efforts; and
18 ▸ recognizes the efforts of snow removal crews, which enhance the safety, commerce,
19 and overall quality of life of residents.

23 Be it resolved by the Legislature of the state of Utah, the Governor concurring therein:
24 WHEREAS, snow removal crews work in extremely dangerous conditions;
25 WHEREAS, snow removal crews work long hours, nights, extended shifts, and
26 holidays;
27 WHEREAS, snow removal crews make it possible for police and EMS to do their jobs;
28 WHEREAS, snow removal crews plow snow and apply road salt that saves lives by
29 reducing crashes by 88%, thereby reducing both injuries and accident costs by 85%;
30 WHEREAS, snow removal pays for itself in 25 minutes;
31 WHEREAS, snow removal impacts air quality by reducing congested traffic, clogged
32 roadways, and slow travelers;
33 WHEREAS, road closures due to winter roads impact Utahns' quality of life through
34 lost wages, retail sales, and sales tax revenue, often impacting low-income wage earners most;
35 WHEREAS, the statewide cost of road closures due to winter weather can be up to $66
36 million per day, more than triple the entire cost of the yearly UDOT winter maintenance
37 budget; and
38 WHEREAS, more than 116,000 Americans are injured and 1,300 are killed annually
39 due to winter road conditions:
40 NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah, the
41 Governor concurring therein, recognizes the efforts of snow removal crews throughout the state
42 of Utah and their contribution to Utahns' safety and quality of life.
