13 LONG TITLE
14 General Description:
15 This concurrent resolution of the Legislature and the Governor affirms their resolve to
16 protect the civil liberties, religious freedoms, and dignity of all Americans, legal
17 immigrants, and refugees seeking protection against persecution.
18 Highlighted Provisions:
19 This resolution:
20 ▸ affirms the Legislature's and the Governor's commitment to protect the civil
21 liberties, religious freedoms, and dignity of all Americans, legal immigrants, and
22 refugees;
23 ▸ expresses the Legislature's and the Governor's determination to protect the
24 constitutional rights of all people; and
25 ▸ welcomes any and all efforts to educate and promote understanding and good will
26 among the pluralistic communities that are an integral part of Utah's rich history and
27 heritage.

31 Be it resolved by the Legislature of the state of Utah, the Governor concurring therein:
32 WHEREAS, since its inception, the United States of America has served as a refuge for
33 oppressed people fleeing religious, ethnic, and/or political persecution;
34 WHEREAS, freedom and the rule of law are at the heart of civil liberties and
35 democratic values;
36 WHEREAS, the Declaration of Independence enshrined the self-evident concept that
37 "all men are created equal, that they are endowed by their Creator with certain unalienable
38 Rights, that among these are Life, Liberty and the pursuit of Happiness";
39 WHEREAS, the freedoms enumerated in the Bill of Rights protect the fundamental
40 rights of all Americans;
41 WHEREAS, the Fourteenth Amendment to the Constitution guarantees equal justice
42 under law for all Americans regardless of race, religion, national origin, or other arbitrary
43 factors;
44 WHEREAS, the United States is an open society enriched by the ethnic, religious,
45 intellectual, scientific, and cultural heritage of humankind; and
46 WHEREAS, at a time when some seek to sow the seeds of discord and division,
47 Americans must draw upon common strengths and humanity to reap peace, justice, and
48 understanding:
49 NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah, the
50 Governor concurring therein, affirms its commitment to protect the civil liberties, religious
51 freedoms, and dignity of all Americans and legal immigrants, and encourage compassion for
52 refugees seeking protection in the state of Utah.
53 BE IT FURTHER RESOLVED that the Legislature and the Governor express their
54 determination to protect the civil rights of all people within the state of Utah.
55 BE IT FURTHER RESOLVED that the Legislature and the Governor welcome any and
56 all efforts to educate and promote understanding and good will among the pluralistic
57 communities that are an integral part of Utah's rich history and heritage.
58 BE IT FURTHER RESOLVED that a copy of this resolution be sent to the President of
59 the United States, the Majority Leader of the United States Senate, the Speaker of the United
60 States House of Representatives, and the members of Utah's congressional delegation.
