7     LONG TITLE
8     General Description:
9          This bill modifies statutory legislative procedures that govern notice of legislation and
10     voting procedures.
11     Highlighted Provisions:
12          This bill:
13          ▸     updates numbering conventions for existing statute; and
14          ▸     prohibits any vote on legislation that has been publicly available for less than 48
15     hours, with certain exceptions.

27     Be it enacted by the Legislature of the state of Utah:

28          Section 1. Section 36-10-101 is enacted to read:

CHAPTER 10. ENACTMENT OF LEGISLATION

30          36-10-101. Title.
31          This chapter is known as "Enactment of Legislation."
32          Section 2. Section 36-10-102, which is renumbered from Section 36-10-1 is
33     renumbered and amended to read:
34          [36-10-1].      36-10-102. Enacting clause.
35          The enacting clause of every law passed by the Legislature shall be: "Be it enacted by
36     the Legislature of the state of Utah." The enacting clause of every law passed by the vote of the
37     people as provided in Article VI, Section 1, of the Constitution of Utah shall be: "Be it enacted
38     by the people of the State of Utah."
39          Section 3. Section 36-10-103 is enacted to read:
40          36-10-103. Vote on legislation -- Public notice.
41          (1) As used in this section:
42          (a) "Legislation" means a bill or resolution introduced for consideration by the
43     Legislature, including a substitute or an amendment to a bill or resolution.
44          (b) "Legislation" does not mean a verbal amendment made on the floor of the Senate,
45     or the floor of the House of Representatives, that is made in accordance with legislative rule.
46          (2) No vote may be held on any legislation during the 48-hour period immediately
47     following the public introduction of the legislation, including a vote in committee or on the
48     floor.
49          (3) The Legislature shall make all legislation that is subject to the requirements of this
50     section accessible to the public on the Legislature's website immediately upon the legislation's
51     public introduction.
52          (4) The time period described in this section:
53          (a) begins at the time the bill is made publicly available by the Legislature; and
54          (b) applies separately to each bill and resolution and to each substitute or amendment.
