8 General Description:
9 This bill amends the Utah Health Code.
10 Highlighted Provisions:
11 This bill:
12 ▸ creates definitions;
13 ▸ requires the Department of Health to study the use of evidence-based home visiting
14 programs in the state and report its findings to the Legislature;
15 ▸ specifies what the study shall include;
16 ▸ creates the Home Visiting Restricted Account and specifies how money in the
17 account may be used;
18 ▸ includes a repealer provision; and
19 ▸ makes technical changes.

30 Be it enacted by the Legislature of the state of Utah:
31 Section 1. Section 26-10-12 is enacted to read:
32 26-10-12. Home visiting study -- Home Visiting Restricted Account -- Repealer.
33 (1) As used in this section, "home visiting":
34 (a) means an evidence-based program designed to meet the needs of pregnant women
35 and families with children under four years of age by improving maternal mental and physical
36 health, supporting positive parenting, preventing child abuse and neglect, and promoting child
37 health, development, and school readiness.
38 (2) (a) The department shall study the use of home visiting programs in the state and
39 report the study findings to the Legislature.
40 (b) In the study, the department shall:
41 (i) identify home visiting programs operated by the state, local governments, public
42 education institutions, or other entities operating programs eligible for funding through the
43 federal government's Maternal, Infant, and Early Childhood Home Vising program;
44 (ii) for each identified home visiting program, compile available information on the
45 number of individuals served, services offered, program outcomes, and coordination with other
46 home visiting programs; and
47 (iii) identify options for:
48 (A) increasing the number of individuals served by home visiting;
49 (B) improving the effectiveness of home visiting funded by the state;
50 (C) leveraging private and government funding, including Medicaid funding, to
51 increase the use and effectiveness of home visiting in the state;
52 (D) coordinating the identification of individuals who could benefit from home
53 visiting;
54 (E) coordinating the delivery of services provided through multiple home visiting
55 programs, where appropriate; and
56 (F) funding home visiting programs if funding through the federal government's
57 Maternal, Infant, and Early Childhood Home Visiting program is eliminated or reduced.
58 (c) The department shall report the study findings to the Health and Human Services
59 Interim Committee before October 1, 2017.
60 (3) (a) There is created a restricted account within the General Fund known as the
61 "Home Visiting Restricted Account."
62 (b) The restricted account consists of:
63 (i) money appropriated to the restricted account by the Legislature;
64 (ii) private donations; and
65 (iii) all income and interest derived from the deposit and investment of money in the
66 account.
67 (c) Money in the restricted account may be used only for appropriations by the
68 Legislature to fund evidence-based home visiting programs in the state.
69 (4) Subsection (2) and this Subsection (4) are repealed in accordance with Section
70 63I-2-226.
71 Section 2. Section 63I-2-226 is amended to read:
72 63I-2-226. Repeal dates -- Title 26.
73 (1) Title 26, Chapter 46, Utah Health Care Workforce Financial Assistance Program, is
74 repealed July 1, 2017.
75 (2) Subsections 26-10-12(2) and (4) are repealed July 1, 2017.
