8 General Description:
9 This bill amends the Opiate Overdose Response Act.
10 Highlighted Provisions:
11 This bill:
12 ▸ defines terms; and
13 ▸ requires the Department of Health to:
14 • establish guidelines for the issuance of a prescription for an opiate antagonist
15 along with a prescription for an opiate; and
16 • report on the guidelines to the Health and Human Services Interim Committee.

25 Be it enacted by the Legislature of the state of Utah:
26 Section 1. Section 26-55-108 is enacted to read:
27 26-55-108. Coprescription guidelines.
28 (1) As used in this section:
29 (a) "Controlled substance prescriber" means the same as that term is defined in Section
30 58-37-6.5.
31 (b) "Coprescribe" means to issue a prescription for an opiate antagonist with a
32 prescription for an opiate.
33 (2) The department shall, in consultation with the Physicians Licensing Board created
34 in Section 58-67-201, the Osteopathic Physician and Surgeon's Licensing Board created in
35 Section 58-68-201, and the Department of Occupational and Professional Licensing created in
36 Section 58-1-103, establish by rule, made in accordance with Title 63G, Chapter 3, Utah
37 Administrative Rulemaking Act, scientifically based guidelines for controlled substance
38 prescribers to coprescribe an opiate antagonist to a patient.
39 (3) The department shall report to the Health and Human Services Interim Committee
40 before October 30, 2017, regarding the guidelines established under Subsection (2).
41 (4) The report described in Subsection (3) shall include:
42 (a) established rules regarding the coprescription of an opiate antagonist to a patient;
43 and
44 (b) an analysis of:
45 (i) the application of the rules; and
46 (ii) the impact of the rules.
