7 LONG TITLE
8 General Description:
9 This bill supplements or reduces appropriations previously provided for the support and
10 operation of state government for the fiscal year beginning July 1, 2017 and ending June 30, 2018;
11 and appropriates funds for the support and operation of state government for the fiscal year
12 beginning July 1, 2018 and ending June 30, 2019.
13 Highlighted Provisions:
14 This bill:
15 ▸ provides budget increases and decreases for the use and support of certain state agencies;
16 ▸ provides budget increases and decreases for the use and support of certain public
17 education programs;
18 ▸ provides budget increases and decreases for the use and support of certain institutions of
19 higher education;
20 ▸ provides funds for the bills with fiscal impact passed in the 2018 General Session;
21 ▸ provides budget increases and decreases for other purposes as described;
22 ▸ provides a mathematical formula for the annual appropriations limit; and,
23 ▸ provides intent language.
24 Money Appropriated in this Bill:
25 This bill appropriates $35,414,600 in operating and capital budgets for fiscal year 2018,
26 including:
27 ▸ ($64,505,800) from the General Fund;
28 ▸ $70,170,000 from the Education Fund;
29 ▸ $29,750,400 from various sources as detailed in this bill.
30 This bill appropriates $1,079,300 in restricted fund and account transfers for fiscal year 2018,
31 including:
32 ▸ $560,000 from the General Fund;
33 ▸ $519,300 from various sources as detailed in this bill.
34 This bill appropriates $12,817,500 in transfers to unrestricted funds for fiscal year 2018.
35 This bill appropriates $120,419,500 in operating and capital budgets for fiscal year 2019,
36 including:
37 ▸ $16,751,500 from the General Fund;
38 ▸ $52,432,400 from the Education Fund;
39 ▸ $51,235,600 from various sources as detailed in this bill.
40 This bill appropriates $342,700 in expendable funds and accounts for fiscal year 2019.
41 This bill appropriates $1,234,800 in business-like activities for fiscal year 2019.
42 This bill appropriates $56,565,200 in restricted fund and account transfers for fiscal year

52 Be it enacted by the Legislature of the state of Utah:
53 Section 1. FY 2018 Appropriations. The following sums of money are appropriated for the
54 fiscal year beginning July 1, 2017 and ending June 30, 2018. These are additions to amounts
55 previously appropriated for fiscal year 2018.
56 Subsection 1(a). Operating and Capital Budgets. Under the terms and conditions of
57 Title 63J, Chapter 1, Budgetary Procedures Act, the Legislature appropriates the following sums of
58 money from the funds or accounts indicated for the use and support of the government of the state of
59 Utah.

2462 Section 3. FY 2019 Appropriations Limit Formula.
2463 The state appropriations limit for a given fiscal year, FY, shall be calculated by

2469 (e) as used in the state appropriations limit formula:
2470 (i) i is a variable representing a given fiscal year;
2471 (ii) is the net adjustments to the state appropriations limit for a given fiscal year due
2472 to program or service adjustments, as required under Section 63J-3-203;
2473 (iii) is the state capital and operations appropriations from the General
2474 Fund and non-Uniform School fund in fiscal year 1985;
2475 (iv) is the amount the state paid in debt payments in fiscal year 1985;
2476 (v) is the average of the quarterly values of the Gross National Product
2477 Implicit Price Deflator for the fiscal year two fiscal years before FY, as published by the United
2478 States Federal Reserve by January 31 of each year;
2479 (vi) is the average of the quarterly values of the Gross National Product
2480 Implicit Price Deflator for a given fiscal year, as measured by the Gross National Product Implicit
2481 Price Deflator from the vintage series published by the United States Department of Commerce on
2482 January 26, 1990;
2483 (vii) is the change in the general price level of goods and services nationally
2484 from 1983 to two fiscal years before a given fiscal year, as measured by the most current Gross
2485 National Product Implicit Price Deflator series published by the United States Federal Reserve,
2486 adjusted to a 1989 basis;
2487 (viii) is the amount of real per capita state appropriations for fiscal
2488 year 1985; and

2489 (ix) is:
2490 (A) the population as of July 1 in the fiscal year two fiscal years before a given fiscal year,
2491 as estimated by the United States Census Bureau by January 31 of each year; or
2492 (B) if the estimate described in Subsection (3)(e)(ix)(A) is not available, an amount
2493 determined by the Governor's Office of Management and Budget, estimated by adjusting an
2494 available April 1 decennial census count or by adjusting a fiscal year population estimate available
2495 from the United States Census Bureau.
2496 Section 4. Effective Date.
2497 If approved by two-thirds of all the members elected to each house, Section 1 of this bill
2498 takes effect upon approval by the Governor, or the day following the constitutional time limit of
2499 Utah Constitution Article VII, Section 8 without the Governor's signature, or in the case of a veto,
2500 the date of override. Section 2 and Section 3 of this bill take effect on July 1, 2018.
