14     LONG TITLE
15     General Description:
16          This bill deals with an area along the Jordan River.
17     Highlighted Provisions:
18          This bill:
19          ▸     defines terms; and
20          ▸     authorizes the Division of Forestry, Fire, and State Lands, in consultation with the
21     Jordan River Commission and other entities, to expend money as appropriations
22     allow on projects around the Jordan River under certain conditions.
23     Money Appropriated in this Bill:
24          This bill appropriates in fiscal year 2019:

25          ▸      to the Department of Natural Resources -- Division of Forestry, Fire, and State
26     Lands -- Operation and Management:
27               •     from the General Fund, one-time, $500,000; and
28          ▸     to the Department of Natural Resources -- Division of Forestry, Fire, and State
29     Lands -- Operation and Management:
30               •     from the General Fund, ongoing, $500,000.
31     Other Special Clauses:

37     Be it enacted by the Legislature of the state of Utah:
38          Section 1. Section 65A-2-8 is enacted to read:
39          65A-2-8. Jordan River improvement projects.
40          (1) As used in this section:
41          (a) "Commission" means the Jordan River Commission created by interlocal
42     agreement.
43          (b) "Zone" means the Jordan River Recreation Area, the area 250 yards on each side of
44     the Jordan River from the edge of the river between SR-201 and 4430 South Ĥ→ [
, excluding
45     property located in the city of Murray
] ←Ĥ
.
46          (2) The division, subject to applicable federal, state, and local laws and ordinances and
47     Subsections (3) and (4), may:
48          (a) expend money for the following purposes:
49          (i) enhancing safety, recreation, and conservation in the zone;
50          (ii) capital improvements within the zone, including:
51          (A) lighting along the Jordan River and within the zone;
52          (B) completing construction of a paved pathway on both sides of the Jordan River
53     within the zone;
54          (C) building a boat launch, picnic pavilion, bench, restroom, or other amenity within
55     the zone; and

56          (D) supporting an aviary, nature area, bike or boat rental concessionaire, or other
57     partnerships to enhance recreation in the zone;
58          (iii) funding programs to clean the zone, remove invasive species, and restore riparian
59     habitat;
60          (iv) hiring or contracting for personnel to perform tasks as directed by the commission;
61          (v) partnering or contracting with urban ranger or similar service-oriented
62     organizations or programs:
63          (A) to provide trail maintenance, emergency care, and environmental education Ĥ→ for the
63a     area 250 yards on each side of the Jordan River from the edge of the river for the entire length
63b     of the river ←Ĥ ; and
64          (B) to report to the appropriate public official all health, safety, or law enforcement
65     concerns that the organization encounters Ĥ→ [
in the zone] ←Ĥ , as directed by the
65a     commission; and
66          (vi) partnering or contracting with local law enforcement Ĥ→ [
,] or ←Ĥ a certified
66a     peace officer Ĥ→ [
, or
67     an urban ranger program
] ←Ĥ
to provide patrol, security, and law enforcement for the area
67a     250 yards
68     on each side of the Jordan River from the edge of the river Ĥ→ [
between the Great Salt Lake and
69     Utah Lake
] for the entire length of the river ←Ĥ
; and
70          (b) purchase, lease, sell, or dispose of property or an easement within the zone to
71     achieve the goals in Subsection (2)(a).
72          (3) Before engaging in any activity described in Subsection (2), the division shall:
73          (a) consult with the commission; and
74          (b) receive the approval of:
75          (i) Salt Lake County Ĥ→ [
flood control] Flood Control ←Ĥ ;
76          (ii) any relevant governmental entity that owns or is responsible for the maintenance of
77     real property within the zone; and
78          (iii) the relevant municipality within the zone.
79          (4) The programs described in this section may only be implemented as appropriations
80     from the Legislature allow.
81          Section 2. Appropriation.
82           The following sums of money are appropriated for the fiscal year beginning July 1,
83     2018, and ending June 30, 2019. These are additions to amounts previously appropriated for
84     fiscal year 2019. Under the terms and conditions of Title 63J, Chapter 1, Budgetary Procedures
85     Act, the Legislature appropriates the following sums of money from the funds or accounts
86     indicated for the use and support of the government of the state of Utah.

94     10% of appropriated funds on administrative functions and then spend remaining funds
95     appropriated under this section to implement the programs described in Section 65A-2-8, with
96     half the remaining money appropriated expended on the programs described in Subsections
