9 General Description:
10 This bill establishes a workgroup to study alcohol and substance use withdrawal in
11 county jails.
12 Highlighted Provisions:
13 This bill:
14 ▸ requires the Utah Substance Use and Mental Health Advisory Council to convene a
15 workgroup to study alcohol and substance use withdrawal in county jails; and
16 ▸ requires that the Utah Substance Use and Mental Health Advisory Council report to
17 the Law Enforcement and Criminal Justice Interim Committee.

25 Be it enacted by the Legislature of the state of Utah:
26 Section 1. Substance use in county jails study -- Creation -- Membership -- Duties.
27 (1) The Utah Substance Use and Mental Health Advisory Council shall convene a
28 workgroup to study alcohol and substance use withdrawal in county jails.
29 (2) The workgroup shall consist of individuals representing:
30 (a) the Division of Substance Abuse and Mental Health within the Department of
31 Human Services;
32 (b) the Utah Sheriffs' Association;
33 (c) the Statewide Association of Prosecutors of Utah;
34 (d) the Utah Association of Counties;
35 (e) Ĥ→ [
35a attorney actively engaged in the practice of civil or constitutional law from:
35b (i) a county of the first class described in Section 17-50-501; and
35d 35c (ii) one county of the second, third, fourth, fifth, or sixth class described
35e in Section 17-50-501; ←Ĥ
36 (f) the Ĥ→ [
37 (g) the Utah Association of Criminal Defense Lawyers;
38 (h) substance abuse treatment providers in Utah; and
39 (i) other stakeholders, as determined by the council.
40 (3) The workgroup shall identify:
41 (a) the number of deaths in county jails in the state after December 31, 2012, and
42 before January 1, 2017, related to offender alcohol or substance use withdrawal;
43 (b) treatment and other resources available to an offender in a county jail in the state
44 suffering from alcohol or substance use withdrawal;
45 (c) the standards used by county jails in the state relating to treatment or resources
46 available to offenders suffering from alcohol or substance use withdrawal; and
47 (d) other issues relating to offender alcohol or substance use withdrawal in the county
48 jails in the state.
49 (4) The council shall present a report of the workgroup's findings, including any
50 recommendations for legislation, to the Law Enforcement and Criminal Justice Interim
51 Committee before November 30, 2018.
52 Section 2. Repeal date.
53 This bill is repealed on November 30, 2018.
