8 General Description:
9 This bill requires the Public Education Appropriations Subcommittee to review the
10 related to basic school programs.
11 Highlighted Provisions:
12 This bill:
13 ▸ requires the Public Education Appropriations Subcommittee to review no later than
14 November 30, 2018, each related to basic school program and establish a review
15 schedule going forward.

24 Be it enacted by the Legislature of the state of Utah:
25 Section 1. Section 53F-2-414 is enacted to read:
26 53F-2-414. Review of related to basic school programs.
27 (1) No later than November 30, 2018, the Public Education Appropriations
28 Subcommittee shall:
29 (a) review and make recommendations on each program in the related to basic school
30 programs described in Subsection (3);
31 (b) adopt a review schedule going forward for each program described in Subsection
32 (3), placing a program on a schedule to review annually or every four years; and
33 (c) review annually or every four years each program according to the schedule adopted
34 under Subsection (1)(b).
35 (2) For a related to basic school program that is not listed in Subsection (3) and is
36 adopted by the Legislature after January 1, 2018, the Public Education Appropriations
37 Subcommittee shall:
38 (a) review and make recommendations for the program in the program's initial year of
39 implementation;
40 (b) adopt a review schedule going forward for the program, placing the program on a
41 schedule to review annually or every four years; and
42 (c) review annually or every four years the program according to the schedule adopted
43 under Subsection (2)(b).
44 (3) The programs subject to review under Subsection (1) are the following:
45 (a) the state-supported transportation program described in Section 53F-2-403;
46 (b) the grants for unsafe routes program described in Section 53F-2-412;
47 (c) the state contribution guarantee program for transportation described in Section
48 53F-2-403;
49 (d) the weighted pupil unit flexibility allocations described in Section 53F-2-205;
50 (e) the Enhancement for At-Risk Students Program described in Section 53F-2-410;
51 (f) the youth in custody program described in Section 53E-3-503;
52 (g) the adult education program described in Title 53E, Chapter 10, Part 2, Adult
53 Education;
54 (h) the Enhancement for Accelerated Students Program described in Section
55 53F-2-408;
56 (i) the Centennial Scholarship Program described in Section 53F-2-501;
57 (j) the concurrent enrollment program described in Title 53E, Chapter 10, Part 3,
58 Concurrent Enrollment;
59 (k) the Title 1 Schools Paraeducators Program described in Section 53F-2-411;
60 (l) the School LAND Trust Program described in Section 53F-2-404;
61 (m) the charter school local replacement funding program described in Section
62 53F-2-702;
63 (n) the charter school administration allocations described in Section 53F-2-306;
64 (o) the K-3 Reading Improvement Program described in Section 53F-2-503;
65 (p) the educator salary adjustments described in Section 53F-2-405;
66 (q) the Teacher Salary Supplement Program described in Section 53F-2-504;
67 (r) the school library books and electronic resources appropriation described in Section
68 53F-2-407;
69 (s) the matching appropriation for school nurses described in Section 53F-2-406;
70 (t) the Critical Languages Program described in Section 53F-2-516;
71 (u) the Dual Language Immersion Program described in Section 53F-2-502;
72 (v) the Utah Science Technology and Research (USTAR) Initiative Centers Program
73 described in Section 53F-2-505;
74 (w) the Beverley Taylor Sorenson Elementary Arts Learning Program described in
75 Section 53F-2-506;
76 (x) the early intervention program described in Section 53F-2-507; and
77 (y) the Digital Teaching and Learning Grant Program described in Section 53F-2-510.
