7     LONG TITLE
8     General Description:
9          This bill enacts provisions related to the State Board of Education's student information
10     system.
11     Highlighted Provisions:
12          This bill:
13          ▸     defines terms; and
14          ▸     requires the State Board of Education to:
15               •     charge a fee to a local education agency that uses the State Board of Education's
16     student information system; and
17               •     report to the Business and Labor Interim Committee regarding the fee.

26     Be it enacted by the Legislature of the state of Utah:
27          Section 1. Section 53E-3-516 is enacted to read:

28          53E-3-516. State student information system -- Fee for LEA use -- Reporting
29     requirement.
30          (1) As used in this section:
31          (a) "Board" means the State Board of Education.
32          (b) "Local education agency" or "LEA" means a school district or charter school.
33          (c) "State student information system" means a computer database developed by the
34     board to provide:
35          (i) academic intervention tracking;
36          (ii) assessment imports;
37          (iii) attendance tracking;
38          (iv) college and career tracking;
39          (v) food service data;
40          (vi) notification of student academic summary information;
41          (vii) scheduling;
42          (viii) teacher grade books; or
43          (ix) daily submission of information for state and federal reporting.
44          (2) (a) Beginning with the 2020-21 school year, the board shall charge an LEA a fee for
45     use of the state student information system.
46          (b) The board shall establish the fee described in Subsection (2)(a) based on a rate that
47     the Department of Technology Services charges a state agency for a similar service.
48          (c) The board shall report to the Business and Labor Interim Committee before
49     November 30, 2018, regarding the amount of the fee.
