9     LONG TITLE
10     General Description:
11           This concurrent resolution of the Legislature and the Governor recognizes the unique
12     and important relationship between the state of Utah and Canada and between the
13     United States and Canada.
14     Highlighted Provisions:
15          This resolution:
16          ▸      honors Canada's contributions as our partner in environmental, energy, economic,
17     trade, and joint military endeavors; and
18          ▸     recognizes the 60th anniversary of the North American Aerospace Defense
19     Command (NORAD).

23     Be it resolved by the Legislature of the state of Utah, the Governor concurring therein:
24          WHEREAS, the United States and Canada share not only a 5,522-mile border, which is
25     the world's longest, but also a vibrant history of democratic governance, military and economic
26     partnerships, and cultural ties;
27          WHEREAS, relations between the United States and Canada span more than two

28     centuries, and the two nations have developed one of the most successful international
29     relationships in the modern world;
30          WHEREAS, the relationship between the United States and Canada is unique in the
31     world, and the two nations have a shared prosperity fostered by two-way investments and jobs;
32          WHEREAS, the United States and Canada have the largest and most comprehensive
33     trade relationship in the world, totaling nearly $635 billion in goods and services crossing our
34     shared border each year, with the North American Free Trade Agreement (NAFTA) providing
35     the framework for much of this bilateral trade;
36          WHEREAS, Utah contributes significantly to this relationship, with bilateral trade
37     totaling $3.3 billion;
38          WHEREAS, nearly nine million American jobs were dependent on trade with Canada
39     in 2016, including nearly 78,900 jobs in Utah;
40          WHEREAS, Canada is a friendly neighbor with whom the United States has an
41     excellent trading, political, and defense relationship;
42          WHEREAS, the United States welcomes more tourists from Canada than from any
43     other country and in 2016, Utah welcomed 348,400 visitors from Canada who spent an
44     estimated $110 million in the state;
45          WHEREAS, the United States' bilateral cooperation with Canada in defense is a natural
46     complement to the extensive geographic, political, economic, cultural, and social ties that link
47     our two countries;
48          WHEREAS, defense and security relations between our two countries, underpinned by
49     our integrated American and Canadian forces at North American Aerospace Defense
50     Command, or NORAD, which defends the North American continent, are long-standing,
51     well-entrenched, and highly successful;
52          WHEREAS, NORAD is a unique and indispensable expression of one of the most
53     extensive defense relationships in the world;
54          WHEREAS, for 60 years, members of the Canadian armed forces have served in the
55     United States as partners in NORAD;
56          WHEREAS, the continued service with valor and honor of American and Canadian
57     men and women serving at the North American Aerospace Defense Command is central to
58     North America's ability to confront and successfully defeat threats of the 21st century; and

59          WHEREAS, the continuation of the longstanding and successful relationship between
60     the United States and Canada through the North American Aerospace Defense Command is
61     paramount to the future security of the people of the United States and Canada:
62          NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah, the
63     Governor concurring therein, expresses deep appreciation to the people and government of
64     Canada for their long history of friendship and cooperation with the people and government of
65     the United States.
66          BE IT FURTHER RESOLVED that the Legislature and the Governor recognize the
67     important economic and trade relationships between the two nations and the role that NAFTA
68     has played in creating economic opportunities on both sides of the border.
69          BE IT FURTHER RESOLVED that the Legislature and the Governor commemorate
70     NORAD's 60th anniversary and recognize the contributions made by our soldiers to jointly
71     secure North America and promote international peace and security.
72          BE IT FURTHER RESOLVED that the Legislature and the Governor honor our friend
73     and ally, Canada, and look forward to many more years of cooperation, friendship, trade,
74     tourism, and goodwill.
75          BE IT FURTHER RESOLVED that copies of this concurrent resolution be sent to the
76     President of the United States; the Prime Minister of Canada; the United States Secretary of
77     Defense; the Minister of National Defense of Canada; the United States Secretary of State; the
78     Minister of Foreign Affairs of Canada; the United States Ambassador to Canada; Canada's
79     Ambassador to the United States; the Commander and Deputy Commander of North American
80     Aerospace Defense Command; the Governor of Colorado; Canada's Consul General to Utah;
81     and Utah's congressional delegation.
