17     LONG TITLE
18     General Description:
19          This resolution supports the development of wind, solar, and geothermal energy in rural
20     areas of the state as a complement to Utah's diversified energy system and supports the
21     export of Utah-produced wind, solar, and geothermal energy to other states.
22     Highlighted Provisions:
23          This resolution:

24          ▸     acknowledges the important role of rural communities in the development of energy
25     resources;
26          ▸     recognizes the economic and supply benefits that wind, solar, and geothermal
27     energy development provide;
28          ▸     recognizes the energy market opportunities available to those states that develop
29     wind, solar, and geothermal energy;
30          ▸     supports the development of wind, solar, and geothermal energy in rural areas of the
31     state as a complement to Utah's diversified energy system; and
32          ▸     supports the export of Utah-produced wind, solar, and geothermal energy to other
33     states.
34     Special Clauses:
35          None

37     Be it resolved by the Legislature of the state of Utah, the Governor concurring therein:
38          WHEREAS, Utah's rural communities have long produced much of the energy
39     necessary to drive Utah's economy;
40          WHEREAS, some of these rural communities have not always enjoyed the prosperity
41     that has come with Utah's tremendous economic growth in recent decades;
42          WHEREAS, many of these rural communities are rich with the natural resources,
43     including wind, sun, and geothermal resources, necessary to provide energy for Utah and the
44     nation;
45          WHEREAS, competitive energy markets in western states are providing new
46     opportunities for the sale of energy across state lines;
47          WHEREAS, Utah's natural salt dome geologic formations provide complementary
48     cost-effective storage potential for wind, solar, and geothermal development, as well as their
49     own economic development opportunities;
50          WHEREAS, many western states are responding to this energy opportunity by
51     harnessing wind, solar, and geothermal power, thus providing economic benefits for rural
52     communities and energy supplies to customers within and outside their states; and
53          WHEREAS, Utah has an opportunity to maintain its position as a net exporter of energy
54     and a leader in energy production and innovation in the region:

55          NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah, the
56     Governor concurring therein, supports rural development of wind, solar, and geothermal energy
57     resources within Utah as a complement to Utah's diversified energy system, so that Utah's rural
58     communities can take an active part in and receive the benefits of Utah's economic
59     development.
60          BE IT FURTHER RESOLVED that the Legislature and the Governor support the
61     export of Utah-produced wind, solar, and geothermal energy to other states in the West through
62     participation in centralized and bilateral energy markets.
