8     LONG TITLE
9     General Description:
10          This concurrent resolution approves the statewide resource management plan.
11     Highlighted Provisions:
12          This resolution:
13          ▸     expresses appreciation and gratitude for the collaboration between the state and
14     local government entities that contributed to the statewide resource management
15     plan; and
16          ▸     approves the "State of Utah Resource Management Plan" as the statewide resource
17     management plan.
18     Special Clauses:
19          None

21     Be it resolved by the Legislature of the state of Utah, the Governor concurring therein:
22          WHEREAS, during the 2015 General Session, the Legislature passed H.B. 323,
23     Resource Management Planning by Local Governments, which required counties to develop a
24     resource management plan to provide for the protection, conservation, development, and
25     managed use of resources that are critical to the health, safety, and welfare of the citizens of the
26     county and state;
27          WHEREAS, during the 2016 General Session, the Legislature passed H.B. 219,

28     Resource Management Planning, which built upon H.B. 323 and required that:
29          • the Public Lands Policy Coordinating Office (PLPCO) create a statewide resource
30     management plan that coordinates and is consistent with the county resource management
31     plans;
32          • PLPCO submit a copy of the statewide resource management plan for review to the
33     Commission for the Stewardship of Public Lands; and
34          • the Commission for the Stewardship of Public Lands prepare a concurrent resolution
35     approving the statewide resource management plan for consideration during the 2018 General
36     Session;
37          WHEREAS, many individuals and entities collaborated and made significant
38     contributions to the county and state resource management plans, including the Public Lands
39     Policy Coordinating Office's staff, the Utah Association of Counties, each of Utah's
40     Associations of Governments, the Office of Tourism, the Division of Air Quality, the Utah
41     Geological Survey, the Division of Water Rights, the Division of Water Quality, the Division
42     of Water Resources, the Office of Outdoor Recreation, the Division of Wildlife Resources, the
43     Division of Forestry, Fire, and State Lands, the Division of Oil, Gas, and Mining, the
44     Department of Agriculture and Food, the Governor's Office of Energy Development, and the
45     Governor's Office of Economic Development;
46          WHEREAS, the Permanent Community Impact Fund Board provided grants to Utah's
47     Associations of Governments to conduct critical research and create databases that the counties
48     used to develop their plans;
49          WHEREAS, each of the state's 29 counties completed and adopted their respective
50     county resource management plan, and presented their plan to the Commission for the
51     Stewardship of Public Lands;
52          WHEREAS, PLPCO completed and submitted the "State of Utah Resource
53     Management Plan" to the Commission for the Stewardship of Public Lands; and
54          WHEREAS, after review, the Commission for the Stewardship of Public Lands
55     recommends that the Legislature approve the "State of Utah Resource Management Plan" as
56     the statewide resource management plan in accordance with Utah Code Subsection
57     63J-4-607(6):
58          NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah, the

59     Governor concurring therein, approves the "State of Utah Resource Management Plan" as the
60     statewide resource management plan.
61          BE IT FURTHER RESOLVED that the Legislature and the Governor express sincere
62     appreciation and gratitude for the collaborative efforts and synergy between the state and local
63     government entities that contributed to the statewide resource management plan.
64          BE IT FURTHER RESOLVED that a copy of this resolution be delivered to the
65     secretary and bureau directors of the United States Department of the Interior, the secretary and
66     agency directors of the United States Department of Agriculture, and members of Utah's
67     congressional delegation.
