7     LONG TITLE
8     General Description:
9          This rules resolution permits electronic presentations on the House floor in certain
10     circumstances.
11     Highlighted Provisions:
12          This resolution:
13          ▸     permits a representative to use electronic images when speaking on the House floor;
14          ▸     sets procedures for and restrictions on electronic presentations; and
15          ▸     requires the House of Representatives to provide equipment in order to afford each
16     representative the opportunity to make electronic presentations.

23     Be it resolved by the House of Representatives of the state of Utah:
24          Section 1. HR4-2-105 is enacted to read:
25          HR4-2-105. Electronic presentations.
26          (1) (a) A representative may electronically display charts or other still images when
27     presenting legislation or when otherwise recognized to speak on the House floor.

28          (b) Video presentations are not permitted on the House floor during debate.
29          (2) When using electronic media as permitted under Subsection (1):
30          (a) a representative is subject to the same time constraints that otherwise apply under
31     HR4-6-105 and other applicable rules;
32          (b) extra time may not be afforded to correct technical issues or for any other reason
33     unless an extension of time is granted by a majority vote, provided that the vote is permitted
34     under HR4-6-105 and other applicable rules; and
35          (c) a representative may display a maximum of five images during the allotted
36     speaking time.
37          (3) The House of Representatives shall make appropriate equipment available to afford
38     each representative the opportunity to make electronic presentations as permitted by this rule.
