7     LONG TITLE
8     General Description:
9          This bill repeals a requirement related to certain grants for competency-based education.
10     Highlighted Provisions:
11          This bill:
12          ▸     repeals a limit on the number of planning grants the State Board of Education may award
13     for competency-based education; and
14          ▸     makes technical and conforming changes.

23     Be it enacted by the Legislature of the state of Utah:
24          Section 1. Section 53F-5-503 is amended to read:
25          53F-5-503. Planning grants -- Requirements.
26          (1) (a) The board shall, subject to legislative appropriations, award a planning grant to[,
27     subject to Subsection (1)(c),] an LEA:
28          (i) that submits a planning grant application that meets the requirements established by the

29     board, subject to Subsection (2);
30          (ii) if an LEA designee has attended the technical assistance training described in Section
31     53F-5-502; and
32          (iii) if the LEA planning grant application has been recommended by the review committee.
33          (b) An LEA that receives a grant under Subsection (1)(a) shall expend the grant funds no
34     later than one calendar year after receiving the funds.
35          [(c) The board may not select more than three LEAs to award planning grants to under this
36     section.]
37          (2) (a) A planning grant application shall include evidence that the LEA:
38          (i) can provide a general description of the program the LEA would like to plan;
39          (ii) is intending to plan for:
40          (A) schoolwide implementation; or
41          (B) if the LEA intends to implement initially with a population smaller than schoolwide,
42     phasing the plan in schoolwide or districtwide over a specified period of time;
43          (iii) can describe the types of partners that will help with the plan and, eventually, implement
44     the program;
45          (iv) planning activities and program will focus on:
46          (A) implementation of the core principles described in Section 53F-5-502;
47          (B) use of the methods, as applicable, described in Section 53F-5-502; and
48          (C) the outcome-based measures adopted by the board under Section 53F-5-502;
49          (v) has:
50          (A) the capacity, qualifications, local governing body support, and time to successfully plan
51     the program; and
52          (B) an intentional and feasible planning process;
53          (vi) will align the LEA's budget as necessary with the planning process; and
54          (vii) will communicate and promote the plan with parents, teachers, and members of the

55     community.
56          (b) The board may adopt other requirements in addition to the requirements in Subsection
57     (2)(a).
