9 General Description:
10 This bill creates statewide stroke and cardiac registries and stroke and cardiac registry
11 advisory committees within the Department of Health.
12 Highlighted Provisions:
13 This bill:
14 ▸ creates statewide stroke and cardiac registries within the Department of Health;
15 ▸ creates advisory committees for those registries; and
16 ▸ grants rulemaking authority to the Department of Health to administer and define
17 data elements for the registries.

30 Be it enacted by the Legislature of the state of Utah:
31 Section 1. Section 26-8d-101 is enacted to read:

33 26-8d-101. Title.
34 This chapter is known as the "Utah Statewide Stroke and Cardiac Registry Act."
35 Section 2. Section 26-8d-102 is enacted to read:
36 26-8d-102. Statewide stroke registry.
37 (1) The department shall establish and supervise a statewide stroke registry to:
38 (a) analyze information on the incidence, severity, causes, outcomes, and rehabilitation
39 of stroke;
40 (b) promote optimal care for stroke patients;
41 (c) alleviate unnecessary death and disability from stroke;
42 (d) encourage the efficient and effective continuum of patient care, including
43 prevention, prehospital care, hospital care, and rehabilitative care; and
44 (e) minimize the overall cost of stroke.
45 (2) The department shall utilize the registry established under Subsection (1) to assess:
46 (a) the effectiveness of the data collected by the registry; and
47 (b) the impact of the statewide stroke registry on the provision of stroke care.
48 (3) (a) The department shall make rules in accordance with Title 63G, Chapter 3, Utah
49 Administrative Rulemaking Act, to establish:
50 (i) the data elements that general acute hospitals shall report to the registry; and
51 (ii) the time frame and format for reporting.
52 (b) The data elements described in Subsection (3)(a)(i) shall include consensus metrics
53 consistent with data elements used in nationally recognized data set platforms for stroke care.
54 (c) The department shall permit a general acute hospital to submit data required under
55 this section through an electronic exchange of clinical health information that meets the
56 standards established by the department under Section 26-1-37.
57 (4) A general acute hospital shall submit stroke data in accordance with rules
58 established under Subsection (3).
59 (5) Data collected under this section shall be subject to Chapter 3, Health Statistics.
60 (6) No person may be held civilly liable for providing data to the department in
61 accordance with this section.
62 Section 3. Section 26-8d-103 is enacted to read:
63 26-8d-103. Statewide cardiac registry.
64 (1) The department shall establish and supervise a statewide cardiac registry to:
65 (a) analyze information on the incidence, severity, causes, outcomes, and rehabilitation
66 of cardiac diseases;
67 (b) promote optimal care for cardiac patients;
68 (c) alleviate unnecessary death and disability from cardiac diseases;
69 (d) encourage the efficient and effective continuum of patient care, including
70 prevention, prehospital care, hospital care, and rehabilitative care; and
71 (e) minimize the overall cost of cardiac care.
72 (2) The department shall utilize the registry established under Subsection (1) to assess:
73 (a) the effectiveness of the data collected by the registry; and
74 (b) the impact of the statewide cardiac registry on the provision of cardiac care.
75 (3) (a) The department shall make rules in accordance with Title 63G, Chapter 3, Utah
76 Administrative Rulemaking Act, to establish:
77 (i) the data elements that general acute hospitals shall report to the registry; and
78 (ii) the time frame and format for reporting.

92 (2) The stroke registry advisory committee created in Subsection (1) shall:
93 (a) be composed of individuals knowledgeable in adult and pediatric stroke care,
94 including physicians, nurses, hospital administrators, emergency medical services personnel,
95 government officials, consumers, and persons affiliated with professional health care
96 associations;
97 (b) advise the department regarding the development and implementation of the stroke
98 registry;
99 (c) assist the department in evaluating the quality and outcomes of the stroke registry;
100 and
101 (d) review and comment on proposals and rules governing the statewide stroke registry.
102 Section 5. Section 26-8d-105 is enacted to read:
103 26-8d-105. Cardiac registry advisory committee.
104 (1) There is created within the department a cardiac registry advisory committee.
105 (2) The cardiac registry advisory committee created in Subsection (1) shall:
106 (a) be composed of individuals knowledgeable in adult and pediatric cardiac care,
107 including physicians, nurses, hospital administrators, emergency medical services personnel,
108 government officials, consumers, and persons affiliated with professional health care
109 associations;
110 (b) advise the department regarding the development and implementation of the
111 cardiac registry;
112 (c) assist the department in evaluating the quality and outcomes of the cardiac registry;
113 and
114 (d) review and comment on proposals and rules governing the statewide cardiac
