9 General Description:
10 This joint resolution of the Legislature enacts joint legislative rules related to
11 international relations and trade.
12 Highlighted Provisions:
13 This resolution:
14 ▸ creates the International Relations and Trade Committee; and
15 ▸ provides for the committee's membership, purposes, and responsibilities.

25 Be it resolved by the Legislature of the state of Utah:
26 Section 1. JR3-4-101 is enacted to read:

29 JR3-4-101. Definitions.
30 As used in this chapter, "international relations efforts" means activities to foster and
31 enhance relationships between the state and foreign countries, including:
32 (1) hosting foreign government officials, trade delegations, or other dignitaries;
33 (2) representing the state in official visits to foreign countries;
34 (3) developing relationships and laying the groundwork for increased trade, educational
35 and cultural exchanges, language programs, tourism opportunities, and civic education
36 experiences involving other countries; and
37 (4) seeking and attracting foreign direct investment opportunities to the state.
38 Section 2. JR3-4-201 is enacted to read:

40 JR3-4-201. International Relations and Trade Committee created -- Membership
41 -- Quorum -- Chairs.
42 (1) There is created an International Relations and Trade Committee consisting of:
43 (a) the president of the Senate;
44 (b) the speaker of the House of Representatives;
45 (c) three members of the Senate, appointed by the president of the Senate, no more
46 than two of whom may be from the majority party; and
47 (d) five members of the House of Representatives, no more than three of whom may be
48 from the majority party.
49 (2) (a) A majority of committee members appointed under Subsections (1)(c) and (d)
50 constitutes a quorum.
51 (b) The president and speaker are not counted in determining a quorum of the
52 committee.
53 (3) The president shall appoint one of the Senate members of the committee as cochair,
54 and the speaker shall appoint one of the House of Representatives members of the committee
55 as cochair.
56 Section 3. JR3-4-202 is enacted to read:
57 JR3-4-202. Purposes of committee.
58 The purposes of the committee are to:
59 (1) engage in international relations efforts;
60 (2) serve as a focal point for legislative efforts to support the state's international
61 relations and trade efforts;
62 (3) help provide government officials, trade delegations, and other dignitaries who visit
63 the state from foreign countries a world class hospitality experience that leaves a favorable and
64 lasting impression and facilitates and enhances mutually enriching international relationships;
65 (4) consider and study matters relating to the state's international relations and trade
66 efforts and make recommendations to the Legislature concerning ways to advance the state's
67 international relations and trade efforts; and
68 (5) perform any other function or fulfill any other responsibility related to international
69 relations and trade that legislative leadership assigns to the committee.
70 Section 4. JR3-4-203 is enacted to read:
71 JR3-4-203. Coordination with others involved in international relations.
72 The committee shall:
73 (1) work to fulfill the purposes of the committee, as provided in JR3-4-202; and
74 (2) coordinate the committee's international relations efforts with the Governor's Office
75 of Economic Development, the World Trade Center Utah, the Economic Development
76 Corporation of Utah, and the state's honorary consular corps.
