9 This rules resolution modifies procedures provided for in the Senate Rules.

19 Be it resolved by the Senate of the state of Utah:
20 Section 1. SR3-2-203 is amended to read:
21 SR3-2-203. Quorum requirements.
22 (1) Except as provided in Subsection (2), a majority of a standing committee is a
23 quorum.
24 (2) In determining whether a quorum is present, the president, majority leader, majority
25 whip, assistant majority whip, Senate Rules Committee chair, Executive Appropriations
26 Committee chair, Executive Appropriations Committee vice chair, minority leader, minority
27 whip, assistant minority whip, and the fourth member of leadership from the minority party are
28 not counted in determining a quorum for a standing committee, except during the time that the
29 senator is present at the meeting.
30 Section 2. Effective date.
31 This bill takes effect on January 1, 2019.
