7     LONG TITLE
8     General Description:
9          This bill prohibits a political subdivision or law enforcement agency from imposing an
10     arrest, citation, stop, or other quota on a peace officer.
11     Highlighted Provisions:
12          This bill:
13          ▸     prohibits a political subdivision or law enforcement agency from requiring or
14     directing a peace officer to meet an arrest, citation, stop, or other quota.

23     Be it enacted by the Legislature of the state of Utah:
24          Section 1. Section 77-7-27 is enacted to read:
25          77-7-27. Quotas for arrest, citation, stops, or other actions prohibited.

26          (1) As used in this section:
27          (a) "Law enforcement agency" means an entity of the state, or a political subdivision of
28     the state, that exists primarily to prevent and detect crime and enforce criminal laws, statutes,
29     or ordinances.
30          (b) (i) "Law enforcement quota" means any requirement or minimum standard
31     regarding the number or percentage of warnings, citations, stops, or arrests made by a law
32     enforcement officer.
33          (ii) "Law enforcement quota" does not include any requirement that a law enforcement
34     officer have a certain number of contacts with the community during a specified period of time.
35          (2) A political subdivision or law enforcement agency employing a peace officer may
36     not require, suggest, or direct that a peace officer meet a law enforcement quota.
37          (3) Subsection (2) does not prohibit a political subdivision or law enforcement agency
38     from including a peace officer's engagement with the community or enforcement activity as
39     part of an overall determination of the peace officer's performance.
