10 This bill modifies provisions related to the Talent Ready Utah Center.
11 Highlighted Provisions:

38 Be it enacted by the Legislature of the state of Utah:
39 Section 1. Section 63N-12-501 is amended to read:
40 63N-12-501. Definitions.
41 As used in this part:
42 (1) "Center" means the Talent Ready Utah Center created in Section 63N-12-502.
43 (2) "High quality professional learning" means the professional learning standards for
44 teachers and principals described in Section 53G-11-303.
45 (3) "Local education agency" means a school district, a charter school, or the Utah
46 Schools for the Deaf and the Blind.
47 (4) "Master plan" means the computer science education master plan described in
48 Section 63N-12-505.
49 (5) "State board" means the State Board of Education.

53 training the state's workforce to meet industry demand.
54 Section 2. Section 63N-12-505 is enacted to read:
55 63N-12-505. Computer science education master plan.
56 On or before August 30, 2019, the talent ready board, in consultation with the state
57 board and the center, shall develop a computer science education master plan that:
58 (1) includes a statement of the objectives and goals of the master plan;
59 (2) describes how the talent ready board and the state board will administer the
60 Computer Science for Utah Grant Program created in Section 63N-12-506;
61 (3) provides guidance for local education agencies in implementing computer science
62 education opportunities for students in high school, middle school, and elementary school;
63 (4) integrates recommendations and best practices from private and public entities that
64 are seeking to improve and expand the opportunities for computer science education, including
65 the Expanding Computer Education Pathways Alliance; and
66 (5) makes recommendations to assist a local education agency in creating a local
67 education agency computer science plan described in Subsection 63N-12-506(7), including:
68 (a) providing recommendations regarding course offerings in computer science;
69 (b) providing recommendations regarding professional development opportunities in
70 computer science for licensed teachers;
71 (c) providing recommendations regarding curriculum software for computer science
72 courses;
73 (d) providing recommendations regarding assessment solutions to measure the learning
74 outcomes of students in computer science courses; and
75 (e) providing information regarding how a local education agency can receive technical
76 support from the talent ready board in providing computer science education opportunities for
77 students.
78 Section 3. Section 63N-12-506 is enacted to read:
79 63N-12-506. Computer Science for Utah Grant Program.
80 (1) As used in this section, "grant program" means the Computer Science for Utah
81 Grant Program created in Subsection (2).
82 (2) The Computer Science for Utah Grant Program is created to provide grants to
83 eligible local education agencies for improving computer science learning outcomes and course
84 offerings as demonstrated by:
85 (a) the creation and implementation of a local education agency computer science plan
86 as described in Subsection (7); and
87 (b) the effective implementation of approved courses and the provision of effective
88 training opportunities for licensed teachers.
89 (3) Subject to appropriations from the Legislature, Ĥ→ and subject to the approval of the
89a talent ready board, ←Ĥ the state board shall distribute to
90 local education agencies money appropriated for the grant program in accordance with this
91 section.
92 (4) The Ĥ→ [
93 (a) solicit applications from local education agency boards to receive grant money
94 under the grant program; Ĥ→ [
95 (b) make recommendations to the Ĥ→ [
95a awarding of grant money to
96 a local education agency board on behalf of a local education agency based on the criteria
97 described in Subsection (6) Ĥ→ [
97a (c) obtain final approval from the talent ready board before awarding grant
97b money. ←Ĥ
98 (5) In administering the Computer Science for Utah Grant Program, the state board and
99 the office, in consultation with the talent ready board, may make rules, in accordance with this
100 part and Title 63G, Chapter 3, Utah Administrative Rulemaking Act, that:
101 (a) describe the form and deadlines for a grant application by a local education agency
102 under this section; and
103 (b) describe the reporting requirements required by a local education agency after
104 receiving a grant under this section.
105 (6) In awarding a grant under Subsection (3), the state board shall consider Ĥ→ [
106 recommendations of the talent ready board described in Subsection (4)(b) and
107 of the local education agency in creating and implementing a local education agency computer
108 science plan as described in Subsection (7).
109 (7) Each local education agency that seeks a grant as described in this section shall
110 submit a written computer science plan, in a form approved by the Ĥ→ state board and the ←Ĥ
110a talent ready board, that:
111 (a) covers at least four years;
112 (b) addresses the recommendations of the talent ready board's computer science
113 education master plan described in Section 63N-12-505;
114 (c) identifies targets for improved computer science offerings, student learning, and
115 licensed teacher training;
116 (d) describes a computer science professional development program and other
117 opportunities for high quality professional learning for licensed teachers or individuals training
118 to become licensed teachers;
119 (e) provides a detailed budget, communications, and reporting structure for
120 implementing the computer science plan;
121 (f) commits to provide one computer science course offering, approved by the talent
122 ready board, in every middle and high school within the local education agency;
123 (g) commits to integrate computer science education into the curriculum of each
124 elementary school within the local education agency; and
125 (h) includes any other requirement established by the state board or the office by rule,
126 in consultation with the talent ready board, in accordance with this part and Title 63G, Chapter
127 3, Utah Administrative Rulemaking Act.
128 (8) Each local education agency that receives a grant as described in this section shall
129 provide an annual written assessment to the state board and the talent ready board for each year
130 that the local education agency receives a grant or expends grant money that includes:
131 (a) how the grant money was used;
132 (b) any improvements in the number and quality of computer science offerings
133 provided by the local education agency and any increase in the number of licensed teachers
134 providing computer science teaching to students;
135 (c) any difficulties encountered during implementation of the local education agency's
136 written computer science plan and steps that will be taken to address the difficulties; and
137 (d) any other requirement established by the state board or the office by rule, in
138 consultation with the talent ready board, in accordance with this part and Title 63G, Chapter 3,
139 Utah Administrative Rulemaking Act.
140 (9) (a) The state board and the talent ready board shall review each annual written
141 assessment described in Subsection (8).
142 (b) As a result of the review described in Subsection (9)(a):
143 (i) the state board or the talent ready board may provide recommendations to improve
144 the progress of the local education agency in meeting the objectives of the written computer
145 science plan;
146 (ii) the state board may determine not to renew or extend a grant under this section; or
147 (iii) the state board or the talent ready board may take other action to assist the local
148 education agency.
149 Section 4. Appropriation.
150 The following sums of money are appropriated for the fiscal year beginning July 1,
151 2019, and ending June 30, 2020. These are additions to amounts previously appropriated for
152 fiscal year 2020. Under the terms and conditions of Title 63J, Chapter 1, Budgetary Procedures
153 Act, the Legislature appropriates the following sums of money from the funds or accounts
154 indicated for the use and support of the government of the state of Utah.

159 Computer Science for Utah Grant Program Ŝ→ [
161 (1) up to $150,000 of this appropriation may be used annually by the State Board of
162 Education to administer the Computer Science for Utah Grant Program; and
163 (2) a first round of grants under the Computer Science for Utah Grant Program may be
164 awarded by March 1, 2020, and ongoing grants under the Computer Science for Utah Grant
165 Program may be awarded on or after July 1, 2020.
