11 General Description:
12 This bill modifies provisions related to reducing single occupancy vehicle trips.
13 Highlighted Provisions:

38 Be it enacted by the Legislature of the state of Utah:
39 Section 1. Section 19-2a-104 is enacted to read:
40 19-2a-104. Air quality -- Trip reduction.
41 (1) As used in this section:
42 (a) "Division" means the Division of Air Quality created in Section 19-1-105.
43 (b) "Program" means the Trip Reduction Program created by this section.
44 (2) (a) In accordance with this section, beginning May 14, 2019, the division shall
45 administer a three year pilot program ending June 30, 2022.
46 (b) The division shall use money appropriated by the Legislature or donated from a
47 public or private entity, that is treated as dedicated credits, to fund the following to address
48 reducing motor vehicle emissions' contribution to inversions by:
49 (i) determining an alternative transportation and work day;
50 (ii) designating the geographic area that is subject to an alternative transportation and
51 work days;
52 (iii) funding alternative transportation and work days; and
53 (iv) pay the administrative costs of the fund.
54 (3) (a) In accordance with Title 63G, Chapter 6a, Utah Procurement Code, the division
55 shall, through a request for proposals, contract with an entity to serve as the administrator of
56 the program.
57 (b) The division shall:
58 (i) in accordance with Subsection (4), determine when to designate:
59 (A) specific days as alternative transportation and work days; and
60 (B) the geographic area covered by the specified alternative transportation and work
61 days;
62 (ii) work with public and private entities to promote the specified days as alternative
63 transportation and work days;
64 (iii) encourage trip reductions through use of public transportation, car pooling,
65 teleworking, or other methods; and
66 (iv) analyze the impact of actions taken under this section.
67 (4) The division shall analyze:
68 (a) atmospheric and meteorological information to determine when to implement an
69 alternative transportation and work days; and
70 (b) public transit ridership, vehicles on the roads, and the general benefits of the
71 program.
72 (5) The division shall report to the Natural Resources, Agriculture, and Environmental
73 Quality Appropriations Subcommittee during the 2020 interim about the results of the actions
74 taken under this section.
75 Section 2. Section 63I-1-219 is amended to read:
76 63I-1-219. Repeal dates, Title 19.
77 (1) Title 19, Chapter 2, Air Conservation Act, is repealed July 1, 2019.

113 (10) Title 63H, Chapter 8, Utah Housing Corporation Act, is repealed July 1, 2026.
114 (11) On July 1, 2025:
115 (a) in Subsection 17-27a-404(3)(c)(ii), the language that states "the Resource
116 Development Coordinating Committee," is repealed;
117 (b) Subsection 23-14-21(2)(c) is amended to read "(c) provide notification of proposed
118 sites for the transplant of species to local government officials having jurisdiction over areas
119 that may be affected by a transplant.";
120 (c) in Subsection 23-14-21(3), the language that states "and the Resource Development
121 Coordinating Committee" is repealed;
122 (d) in Subsection 23-21-2.3(1), the language that states "the Resource Development
123 Coordinating Committee created in Section 63J-4-501 and" is repealed;
124 (e) in Subsection 23-21-2.3(2), the language that states "the Resource Development
125 Coordinating Committee and" is repealed;
126 (f) Subsection 63J-4-102(1) is repealed and the remaining subsections are renumbered
127 accordingly;
128 (g) Subsections 63J-4-401(5)(a) and (c) are repealed;
129 (h) Subsection 63J-4-401(5)(b) is renumbered to Subsection 63J-4-401(5)(a) and the
130 word "and" is inserted immediately after the semicolon;
131 (i) Subsection 63J-4-401(5)(d) is renumbered to Subsection 63J-4-401(5)(b);
132 (j) Sections 63J-4-501, 63J-4-502, 63J-4-503, 63J-4-504, and 63J-4-505 are repealed;
133 and
134 (k) Subsection 63J-4-603(1)(e)(iv) is repealed and the remaining subsections are
135 renumbered accordingly.
136 (12) Subsection 63J-1-602.1(13), Nurse Home Visiting Restricted Account is repealed
137 July 1, 2026.
138 (13) Subsection 63J-1-602.2(4), referring to dedicated credits to the Utah Marriage
139 Commission, is repealed July 1, 2023.
140 (14) Subsection 63J-1-602.2(5), referring to the Trip Reduction Program, is repealed
141 July 1, 2022.

144 (b) When repealing Subsection 63J-1-602.1(51), the Office of Legislative Research and

158 (i) for the purchase price of machinery or equipment described in Section 59-7-610 or
159 59-10-1007, if the machinery or equipment is purchased on or after January 1, 2021; or
160 (ii) for an expenditure described in Subsection 59-7-610(1)(b) or 59-10-1007(1)(b), if
161 the expenditure is made on or after January 1, 2021.
162 (d) Notwithstanding Subsections [
163 tax credit in accordance with Section 59-7-610 or 59-10-1007 if:
164 (i) the person is entitled to a tax credit under Section 59-7-610 or 59-10-1007; and
165 (ii) (A) for the purchase price of machinery or equipment described in Section
166 59-7-610 or 59-10-1007, the machinery or equipment is purchased on or before December 31,
167 2020; or
168 (B) for an expenditure described in Subsection 59-7-610(1)(b) or 59-10-1007(1)(b), the
169 expenditure is made on or before December 31, 2020.
