7     LONG TITLE
8     General Description:
9          This bill amends the membership of the Search and Rescue Advisory Board.
10     Highlighted Provisions:
11          This bill:
12          ▸     reduces the number of search and rescue volunteers from three to two members; and
13          ▸     provides for three sheriffs to be on the board.

22     Be it enacted by the Legislature of the state of Utah:
23          Section 1. Section 53-2a-1103 is amended to read:
24          53-2a-1103. Search and Rescue Advisory Board -- Members -- Compensation.
25          (1) There is created the Search and Rescue Advisory Board consisting of seven
26     members appointed as follows:
27          (a) two representatives designated by the Utah [Search and Rescue] Sheriff's
28     Association, who are members of a voluntary search and rescue unit operating in the state, one
29     of whom is from a county having a population of 75,000 or more; and one from a county

30     having a population of less than 75,000;
31          (b) three [representatives] sheriffs designated by the Utah Sheriff's Association, [at
32     least one of whom shall be a member of a voluntary search and rescue unit operating in the
33     state,] at least one of whom shall be from a county having a population of 75,000 or more, and
34     at least one of whom shall be from a county having a population of less than 75,000;
35          (c) one representative of the Division of Emergency Management designated by the
36     director; and
37          (d) one private citizen appointed by the governor with the consent of the Senate.
38          (2) (a) The term of each member of the board is four years.
39          (b) A member may be reappointed to successive terms.
40          (c) When a vacancy occurs in the membership for any reason, the replacement shall be
41     appointed for the unexpired term.
42          (d) In order to stagger the terms of membership, the members appointed or reappointed
43     to represent the Utah Sheriff's Association on or after May 2, 2005, shall serve a term of two
44     years, and all subsequent terms shall be four years.
45          (3) A member may not receive compensation or benefits for the member's service, but
46     may receive per diem and travel expenses in accordance with:
47          (a) Section 63A-3-106;
48          (b) Section 63A-3-107; and
49          (c) rules made by the Division of Finance pursuant to Sections 63A-3-106 and
50     63A-3-107.
