15     LONG TITLE
16     General Description:
17          This resolution supports the development of wind, solar, hydrogen, small conduit
18     hydroelectric, and geothermal energy in rural areas of the state as a complement to
19     Utah's diversified energy system and supports the export of those Utah-produced
20     renewable energy sources to other states.
21     Highlighted Provisions:
22          This resolution:
23          ▸     acknowledges the important role of rural communities in the development of energy
24     resources;
25          ▸     recognizes the economic and supply benefits that wind, solar, hydrogen, small
26     conduit hydroelectric, and geothermal energy development provide;
27          ▸     recognizes the energy market opportunities available to those states that develop

28     wind, solar, hydrogen, small conduit hydroelectric, and geothermal energy;
29          ▸     supports the development of wind, solar, hydrogen, small conduit hydroelectric, and
30     geothermal energy in rural areas of the state as a complement to Utah's diversified
31     energy system; and
32          ▸     supports the export of Utah-produced wind, solar, hydrogen, small conduit
33     hydroelectric, and geothermal energy to other states.
34     Special Clauses:
35          None

37     Be it resolved by the Legislature of the state of Utah, the Governor concurring therein:
38          WHEREAS, Utah's rural communities have long produced much of the energy
39     necessary to drive Utah's economy;
40          WHEREAS, some of these rural communities have not always enjoyed the prosperity
41     that has come with Utah's tremendous economic growth in recent decades;
42          WHEREAS, many of these rural communities are rich with the natural resources,
43     including wind, solar, hydrogen, small conduit hydroelectric, and geothermal resources,
44     necessary to provide energy for Utah and the nation;
45          WHEREAS, competitive energy markets in western states are providing new
46     opportunities for the sale of energy across state lines;
47          WHEREAS, Utah's natural salt dome geologic formations provide complementary
48     cost-effective storage potential for wind, solar, hydrogen, small conduit hydroelectric, and
49     geothermal development, as well as their own economic development opportunities;
50          WHEREAS, many western states are responding to this energy opportunity by
51     harnessing wind, solar, hydrogen, small conduit hydroelectric, and geothermal power, thus
52     providing economic benefits for rural communities and energy supplies to customers within
53     and outside their states; and
54          WHEREAS, Utah has an opportunity to maintain its position as a net exporter of energy

55     and a leader in energy production and innovation in the region:
56          NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah, the
57     Governor concurring therein, supports rural development of wind, solar, hydrogen, small
58     conduit hydroelectric, and geothermal energy resources within Utah as a complement to Utah's
59     diversified energy system, so that Utah's rural communities can take an active part in and
60     receive the benefits of Utah's economic development.
61          BE IT FURTHER RESOLVED that the Legislature and the Governor support the
62     export of Utah-produced wind, solar, hydrogen, small conduit hydroelectric, and geothermal
63     energy.
