8     LONG TITLE
9     General Description:
10          This resolution addresses the health dangers of uncontrolled bleeding and encourages
11     participation in and recognition of the Stop the Bleed initiative and campaign.
12     Highlighted Provisions:
13          This concurrent resolution:
14          ▸     recognizes the impact of uncontrolled bleeds;
15          ▸     encourages citizens to participate in the Stop the Bleed campaign to learn more
16     about uncontrolled bleeding and how to address uncontrolled bleeding;
17          ▸     highlights the contributions of the Stop the Bleed initiative and campaign; and
18          ▸     establishes March 31, 2019, as Stop the Bleed Education Day.

22     Be it resolved by the Legislature of the state of Utah, the Governor concurring therein:
23          WHEREAS, the most common preventable cause of death after an injury is
24     uncontrolled bleeding;
25          WHEREAS, when a person is losing blood, every minute counts;
26          WHEREAS, the Stop the Bleed campaign of the United States Department of
27     Homeland Security informs Americans about vital measures that can be taken to aid trauma
28     victims;
29          WHEREAS, the Stop the Bleed campaign was created after the 2012 mass shooting at

30     Sandy Hook Elementary School, through the work of a blue-ribbon committee and a panel of
31     experts, including representatives from the American College of Surgeons;
32          WHEREAS, implementation of the Stop the Bleed initiative in Utah is being guided by
33     Intermountain Medical Center, Primary Children's Medical Center, and the University of Utah
34     Hospital, which are the three Level I Trauma Centers in the state, in coordination with the
35     Trauma System Advisory Committee within the Department of Health;
36          WHEREAS, no matter how quickly professional emergency responders arrive,
37     bystanders are always the first on the scene;
38          WHEREAS, a person who is bleeding can die from blood loss within five minutes,
39     making it critically important to stop the bleed quickly;
40          WHEREAS, the Stop the Bleed initiative and campaign provides kits that include
41     tourniquets, dressings, and topical hemostatic agents to aid bystanders who are offering swift
42     assistance at the scene of a mass casualty or other incident;
43          WHEREAS, these kits are fastened to walls in public places; and
44          WHEREAS, the Stop the Bleed initiative and campaign aim to educate all adults and to
45     empower citizens to act when a life is at stake, whether from an individual act or a mass
46     casualty event:
47          NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah, the
48     Governor concurring therein, encourages all Utah citizens to participate in the Stop the Bleed
49     initiative and campaign and to learn more about the importance of measures that can be taken
50     to control bleeding in an emergency.
51          BE IT FURTHER RESOLVED that the Legislature and Governor commend the Stop
52     the Bleed initiative and campaign and recognize March 31, 2019, as Stop the Bleed Education
53     Day in the state.
