8     LONG TITLE
9     General Description:
10          This joint rules resolution addresses boards and commissions.
11     Highlighted Provisions:
12          This resolution:
13          ▸     defines terms;
14          ▸     requires the Legislative Management Committee to review legislation that increases
15     legislative workload;
16          ▸     requires legislation that increases legislative workload to include certain sunset or
17     repeal provisions; and
18          ▸     requires a sunset review for the International Relations and Trade Committee.
19     Special Clauses:
20          This resolution provides a special effective date.

26     Be it resolved by the Legislature of the state of Utah:
27          Section 1. JR3-4-102 is enacted to read:
28          JR3-4-102. Repeal of committee -- Review.

29          (1) This chapter is repealed July 1, 2023.
30          (2) The Economic Development and Workforce Services Interim Committee shall:
31          (a) review this chapter during the 2022 interim to evaluate whether the International
32     Relations and Trade Committee created in this chapter should continue to function; and
33          (b) if the committee determines the International Relations and Trade Committee
34     should continue to function, prepare legislation to amend or repeal Subsection (1) accordingly.
35          Section 2. JR4-3-110 is enacted to read:
36          JR4-3-110. Legislation increasing legislative workload -- Legislative Management
37     Committee review -- Sunset dates.
38          (1) (a) As used in this section, "increases legislative workload" means to:
39          (i) place a member of the Legislature on a board, commission, task force, or other
40     body; or
41          (ii) give authority to a member of the Legislative Management Committee to appoint a
42     member of a board, commission, task force, or other body.
43          (b) "Increases legislative workload" includes reauthorizing an existing provision
44     described in Subsection (1)(a).
45          (2) (a) The Legislative Management Committee shall review legislation that increases
46     legislative workload:
47          (i) in accordance with Subsection (2)(b); and
48          (ii) if practicable, before the legislation passes both houses of the Legislature.
49          (b) When reviewing legislation that increases legislative workload, the Legislative
50     Management Committee shall consider:
51          (i) the funding required by the legislation;
52          (ii) the staffing resources required to implement the legislation;
53          (iii) the time legislators and legislative staff will be required to commit as a result of
54     the legislation;
55          (iv) if the legislation creates or reauthorizes a board, commission, task force, or other

56     body, whether the responsibilities of that board, commission, task force, or other body could
57     reasonably be accomplished through an existing entity or without legislation; and
58          (v) whether the legislation complies with Subsection (3).
59          (c) The Office of Legislative Research and General Counsel shall assist the Legislative
60     Management Committee in identifying:
61          (i) legislation that increases legislative workload; and
62          (ii) information described in Subsection (2)(b) related to legislation that increases
63     legislative workload.
64          (3) Legislation that increases legislative workload shall include a sunset or repeal date
65     on the provision that creates the board, commission, task force, or other body that is related to
66     the increase.
67          Section 3. Effective date.
68          This resolution takes effect on May 14, 2019.
