7     LONG TITLE
8     General Description:
9          This bill establishes a grant award for a violence data study.
10     Highlighted Provisions:
11          This bill:
12          ▸     requires the state suicide prevention coordinator to award a grant to conduct a
13     comprehensive violence data study;
14          ▸     sets a sunset date; and
15          ▸     makes technical changes.
16     Money Appropriated in this Bill:
17          This bill appropriates in fiscal year 2020:
18          ▸     to the Department of Human Services, the Division of Substance Abuse and Mental
19     Health -- Community Mental Health Services as a one-time appropriation:
20               •     from the General Fund, One-time, $100,000.
21     Other Special Clauses:

29     Be it enacted by the Legislature of the state of Utah:
30          Section 1. Section 62A-15-1104 is enacted to read:
31          62A-15-1104. Violence study.
32          (1) To inform policymakers regarding the nature, prevalence, and impact of violence in
33     Utah, the coordinator shall award a grant to a person affiliated with an institution of higher
34     education to complete a statewide violence data study, which shall:
35          (a) consider all forms of violence, including domestic violence, violence in schools,
36     suicide, and rampage violence;
37          (b) collect available information on violence data; and
38          (c) conduct original research to obtain data not currently available.
39          (2) Grant applicants shall submit:
40          (a) a plan regarding how the study will be conducted;
41          (b) a timeline for the study's completion;
42          (c) the applicant's credentials that make the applicant qualified to conduct the study;
43     and
44          (d) a budget.
45          (3) When awarding a grant under this section, the coordinator shall consider:
46          (a) the qualifications of the applicant;
47          (b) the likelihood of completion by the reporting date described in Subsection (4); and
48          (c) the comprehensiveness of the proposed study.
49          (4) (a) The coordinator and the recipient of the grant award shall submit a report,
50     including proposed legislation and recommendations, to the Health and Human Services
51     Interim Committee before October 1, 2021.
52          (b) The report shall include references to all sources of information and data used in
53     the report and study.
54          Section 2. Section 63I-2-262 is amended to read:
55          63I-2-262. Repeal dates -- Title 62A.
56          [(1) Section 62A-1-111.5 is repealed July 1, 2018.]
57          [(2)] (1) Subsection 62A-5-103.1(6) is repealed January 1, 2023.
58          [(3) Subsection 62A-15-1101(6) is repealed January 1, 2019.]

59          [(4)] (2) Section 62A-15-1102 is repealed January 1, 2019.
60          (3) Section 62A-15-1104 is repealed January 1, 2022.
61          Section 3. Appropriation.
62          The following sums of money are appropriated for fiscal year beginning July 1, 2019,
63     and ending June 30, 2020. These are additions to amounts previously appropriated for fiscal
64     year 2020. The Legislature authorizes the State Division of Finance to transfer the following
65     amounts between the following funds or accounts as indicated. Expenditures and outlays from
66     the funds to which the money is transferred must be authorized by an appropriation.
