PUBLIC EDUCATION EXIT SURVEY

7     LONG TITLE
8     General Description:
9          This bill enacts provisions related to exit surveys for licensed public education
10     employees.
11     Highlighted Provisions:
12          This bill:
13          ▸     defines a term;
14          ▸     requires the State Board of Education to make certain rules regarding exit surveys
15     for licensed public education employees;
16          ▸     requires a local education agency to:
17               •     create an exit survey; and
18               •     make certain effort to administer an exit survey under certain circumstances;
19     and
20          ▸     requires reports related to exit surveys.

23     Other Special Clauses:
24          This bill provides a coordination clause.

33     Be it enacted by the Legislature of the state of Utah:
34          Section 1. Section 53G-11-301 is amended to read:
35          53G-11-301. Definitions.
36          [Reserved]
37          As used in this part, "educator" means the same as that term is defined in Section
38     53E-6-102.
39          Section 2. Section 53G-11-304 is enacted to read:
40          53G-11-304. Educator exit survey -- Rulemaking -- Local education agencies to
41     create and administer exit surveys -- Reporting.
42          (1) The state board shall make rules that establish:
43          (a) minimum standards for an exit survey described in Subsection (2), including a
44     model exit survey; and
45          (b) LEA exit survey reporting requirements.
46          (2) An LEA shall, in accordance with the rules described in Subsection (1):
47          (a) for an educator who is leaving employment at the LEA:
48          (i) create an exit survey; and
49          (ii) make the LEA's best effort to administer the exit survey to the educator before the
50     educator leaves employment at the LEA; and
51          (b) report the results of an administered exit survey to the state board.
52          (3) The state board shall:
53          (a) before taking final action on the rules described in Subsection (1), report the
54     proposed rules to the Education Interim Committee and consider recommendations from the
55     committee regarding the proposed rules; and
56          (b) on or before November 31, 2020, and as requested by the Education Interim

57     Committee, report to the committee on the results described in Subsection (2)(b).
58          Section 3. Coordinating H.B. 130 with S.B. 14 -- Substantive amendment.
59          If this H.B. 130 and S.B. 14, Education Reporting Requirements, both pass and become
60     law, it is the intent of the Legislature that the Office of Legislative Research and General
61     Counsel prepare the Utah Code database for publication by:
62          (1) inserting the following language as a new Subsection 53E-1-201(2)(i):
63          "(i) the reports described in Section 53G-11-304 by the state board regarding proposed
64     rules and results related to educator exit surveys;"; and
65          (2) renumbering remaining subsections accordingly.
