7     LONG TITLE
8     General Description:
9          This bill repeals the description of the state flag and enacts a description of a new state
10     flag.
11     Highlighted Provisions:
12          This bill:
13          ▸     defines terms;
14          ▸     repeals the description of the state flag;
15          ▸     enacts a description of a new state flag; and
16          ▸     makes technical and conforming changes.

25     Be it enacted by the Legislature of the state of Utah:
26          Section 1. Section 63G-1-501 is amended to read:
27          63G-1-501. State flag.

28          (1) As used in this section:
29          (a) "CMYK" means the color model of four-color printing using cyan, magenta,
30     yellow, and black ink.
31          (b) "Legacy gold" means a color with:
32          (i) an RGB value of 251, 178, 23;
33          (ii) a CMYK value of 1, 33, 100, 0;
34          (iii) a web color value of #fbb217; and
35          (iv) a pantone value of 2010 C.
36          (c) "Liberty blue" means a color with:
37          (i) an RGB value of 11, 36, 68;
38          (ii) a CMYK value of 100, 86, 44, 47;
39          (iii) a web color value of #0b2444; and
40          (iv) a pantone value of 282 C.
41          (d) "Mountain white" means a color with:
42          (i) an RGB value of 255, 255, 255;
43          (ii) a CMYK value of 0, 0, 0, 0;
44          (iii) a web color value of #ffffff; and
45          (iv) a pantone value of Safe.
46          (e) "Pantone" means the color model of printing using ink mixes to create a color
47     match.
48          (f) "RGB" means the color model of three-color video and computer displays using red,
49     green, and blue light.
50          (g) "Utah red" means a color with:
51          (i) an RGB value of 175, 31, 36;
52          (ii) a CMYK value of 22, 100, 99, 13;
53          (iii) a web color value of #af1f24; and
54          (iv) a pantone value of 2350 C.
55          (h) "Web color" means the color model of web page displays using a hexadecimal
56     color code.
57          (2) The state flag of Utah shall be a [flag of blue field, fringed, with gold borders, with
58     the following device worked in natural colors on the center of the blue field:] rectangle that has

59     a width to length ratio of three to five and contains the following:
60          [The center a shield; above the shield and thereon an American eagle with outstretched
61     wings; the top of the shield pierced with six arrows arranged crosswise; upon the shield under
62     the arrows the word "Industry," and below the word "Industry" on the center of the shield, a
63     beehive; on each side of the beehive, growing sego lilies; below the beehive and near the
64     bottom of the shield, the word "Utah," and below the word "Utah" and on the bottom of the
65     shield, the figures "1847"; with the appearance of being back of the shield there shall be two
66     American flags on flagstaffs placed crosswise with the flag so draped that they will project
67     beyond each side of the shield, the heads of the flagstaffs appearing in front of the eagle's
68     wings and the bottom of each staff appearing over the face of the draped flag below the shield;
69     below the shield and flags and upon the blue field, the figures "1896"; around the entire design,
70     a narrow circle in gold.]
71          (a) one diagonal cross pattern that creates four triangles meeting at the center of the
72     flag:
73          (i) with the two triangles in the horizontal plane being:
74          (A) equal in width and length, spreading the full width and length of the flag; and
75          (B) colored liberty blue;
76          (ii) with the upper and lower triangle shaped quadrants each having a length equal to
77     the full length of the flag and:
78          (A) the upper triangle shaped quadrant being colored mountain white; and
79          (B) the lower triangle shaped quadrant being colored Utah red; and
80          (iii) that represents:
81          (A) Utah's moniker as "the Crossroads of the West;" and
82          (B) the history of Promontory Point;
83          (b) one circle that:
84          (i) is shaded legacy gold and filled with a background that is shaded mountain white;
85          (ii) contains a slightly thinner gold circle that is:
86          (A) shaded legacy gold; and
87          (B) filled with a background that is shaded mountain white; and
88          (iii) is placed over the meeting point of the four triangle shaped quadrants described in
89     Subsection (2)(a) in the center of the flag;

90          (c) one beehive that is shaded legacy gold that:
91          (i) contains six hive sections with a small semicircle removed from the center of the
92     base of the lowest section;
93          (ii) is placed within the circles described in Subsection (2)(b); and
94          (iii) represents:
95          (A) Utah's identity as "the Beehive State;" and
96          (B) industry;
97          (d) one regular, five-pointed star that:
98          (i) is shaded Utah red;
99          (ii) is located below the center of the beehive described in Subsection (2)(c);
100          (iii) is spaced so that the upper point of the star is located near the removed semicircle
101     described in Subsection (2)(c)(ii) but not on an even plane with the bottom of the beehive;
102          (iv) is oriented so that one point faces upward; and
103          (v) represents Utah's statehood in the United States of America, dating to Utah's
104     joining the union in 1896; and
105          (e) the figures "18" and "47" that:
106          (i) are shaded mountain white;
107          (ii) are separately located in the center of each triangle shaped quadrant described in
108     Subsection (2)(a)(i) with:
109          (A) "18" being equidistant from the left edge of the outer circle and the left edge of the
110     flag; and
111          (B) "47" being equidistant from the right edge of the outer circle and the right edge of
112     the flag;
113          (iii) are displayed in:
114          (A) a font size of 405 points for the standardized dimensions; and
115          (B) the bolded Nevis font; and
116          (iv) represent Utah's history of pioneer settlement that began in 1847.
