7     LONG TITLE
8     General Description:
9          This bill creates the legislative Long Term Planning Subcommittee.
10     Highlighted Provisions:
11          This bill:
12          ▸     creates the Long Term Planning Subcommittee of the Legislative Management
13     Committee;
14          ▸     defines the membership and responsibilities of the subcommittee; and
15          ▸     provides that staff within the Office of Legislative Research and General Counsel
16     shall prepare and report on requests from the subcommittee.

25     Be it enacted by the Legislature of the state of Utah:
26          Section 1. Section 36-12-8 is amended to read:
27          36-12-8. Legislative Management Committee -- Research and General Counsel

28     Subcommittee -- Budget Subcommittee -- Audit Subcommittee -- Long Term Planning
29     Subcommittee -- Duties -- Members -- Meetings.
30          (1) There are created within the Legislative Management Committee:
31          (a) the Research and General Counsel Subcommittee;
32          (b) the Budget Subcommittee; [and]
33          (c) the Audit Subcommittee[.]; and
34          (d) the Long Term Planning Subcommittee.
35          (2) (a) The Research and General Counsel Subcommittee, comprising six members,
36     shall recommend to the Legislative Management Committee a person or persons to hold the
37     positions of director of the Office of Legislative Research and General Counsel and legislative
38     general counsel.
39          (b) The Budget Subcommittee, comprising six members, shall recommend to the
40     Legislative Management Committee a person to hold the position of legislative fiscal analyst.
41          (c) (i) The Audit Subcommittee shall [comprise] be comprised of:
42          [(i)] (A) the president, majority leader, and minority leader of the Senate; and
43          [(ii)] (B) the speaker, majority leader, and minority leader of the House of
44     Representatives.
45          [(d)] (ii) The Audit Subcommittee shall:
46          [(i)] (A) recommend to the Legislative Management Committee a person to hold the
47     position of legislative auditor general; and
48          [(ii) (A)] (B) (I) review all requests for audits;
49          [(B)] (II) prioritize those requests;
50          [(C)] (III) hear all audit reports and refer those reports to other legislative committees
51     for their further review and action as appropriate; and
52          [(D)] (IV) when notified by the legislative auditor general or state auditor that a
53     subsequent audit has found that an entity has not implemented a previous audit
54     recommendation, refer the audit report to an appropriate legislative committee and also ensure
55     that an appropriate legislative committee conducts a review of the entity that has not
56     implemented the previous audit recommendation.
57          (d) (i) The Long Term Planning Subcommittee shall be comprised of:
58          (A) the president, majority leader, and minority leader of the Senate; and

59          (B) the speaker, majority leader, and minority leader of the House of Representatives.
60          (ii) The Long Term Planning Subcommittee shall:
61          (A) recommend areas of study for long term planning and goals to the long term
62     planning group within the Office of Legislative Research and General Counsel; and
63          (B) receive reports and studies from the long term planning group within the Office of
64     Legislative Research and General Counsel and, as appropriate, may refer those reports and
65     studies to other legislative committees for the committees' further review and action.
66          (3) The members of each subcommittee of the Legislative Management Committee,
67     other than the Audit Subcommittee and the Long Term Planning Subcommittee, shall have
68     equal representation from each major political party and shall be appointed from the
69     membership of the Legislative Management Committee by an appointments committee
70     comprised of the speaker and the minority leader of the House of Representatives and the
71     president and the minority leader of the Senate.
72          (4) Each subcommittee of the Legislative Management Committee:
73          (a) shall meet as often as necessary to perform its duties; and
74          (b) may meet during and between legislative sessions.
