8 General Description:
9 This bill creates the Hepatitis C Outreach Pilot Program within the Department of
10 Health.
11 Highlighted Provisions:
12 This bill:
13 ▸ defines terms;
14 ▸ creates the Hepatitis C Outreach Pilot Program;
15 ▸ requires the department to make grants to Hepatitis C outreach organizations; and
16 ▸ specifies how grant funds may be used.

29 Be it enacted by the Legislature of the state of Utah:
30 Section 1. Section 26-7-10 is enacted to read:
31 26-7-10. Hepatitis C Outreach Pilot Program.
32 (1) As used in this section, "Hepatitis C outreach organization" means a private
33 nonprofit organization that:
34 (a) has an established relationship with individuals who are at risk of acquiring acute
35 Hepatitis C;
36 (b) helps individuals who need Hepatitis C treatment, but who do not qualify for
37 payment of the treatment by the Medicaid program or another health insurer, to obtain
38 treatment;
39 (c) has the infrastructure necessary for conducting Hepatitis C assessment, testing, and
40 diagnosis, including clinical staff with the training and ability to provide:
41 (i) specimen collection for Hepatitis C testing;
42 (ii) clinical assessments;
43 (iii) consultation regarding blood-borne diseases; and
44 (iv) case management services for patient support during Hepatitis C treatment; or
45 (d) has a partnership with a health care facility that can provide clinical follow-up and
46 medical treatment following Hepatitis C rapid antibody testing and confirmatory testing.
47 (2) There is created within the department the Hepatitis C Outreach Pilot Program.
48 (3) Before September 1, 2019, the department shall, as funding permits, make grants to
49 Hepatitis C outreach organizations in accordance with criteria established by the department
50 under Subsection (4).
51 (4) Before July 1, 2019, the department shall make rules, in accordance with Title 63G,
52 Chapter 3, Utah Administrative Rulemaking Act, to:
53 (a) create application requirements for a grant from the program;
54 (b) establish criteria for determining:
55 (i) whether a grant is awarded, including criteria that ensure grants are awarded to areas
56 of the state, including rural areas, that would benefit most from the grant; and
57 (ii) the amount of a grant; and
58 (c) specify reporting requirements for the recipient of a grant under this section.
59 (5) Before October 1, 2020, and before October 1 every year thereafter, the department
60 shall submit a report to the Health and Human Services Interim Committee and the Social
61 Services Appropriations Subcommittee on the outcomes of the Hepatitis C Outreach Pilot
62 Program.
63 Section 2. Section 63I-1-226 is amended to read:
64 63I-1-226. Repeal dates, Title 26.
65 (1) Section 26-1-40 is repealed July 1, 2019.
66 (2) Subsection 26-7-10(5), regarding reports to the Legislature, is repealed July 1,
67 2027.

81 (10) Title 26, Chapter 63, Nurse Home Visiting Pay-for-Success Program, is repealed

83 Section 3. Appropriation.
84 The following sums of money are appropriated for the fiscal year beginning July 1,
85 2019, and ending June 30, 2020. These are additions to amounts previously appropriated for
86 fiscal year 2020. Under the terms and conditions of Title 63J, Chapter 1, Budgetary Procedures
87 Act, the Legislature appropriates the following sums of money from the funds or accounts
88 indicated for the use and support of the government of the state of Utah.
