14     LONG TITLE
15     General Description:
16          This resolution supports the development of wind, solar, hydrogen, small conduit
17     hydroelectric, and geothermal energy in rural areas of the state as a compliment to
18     Utah's diversified energy system and supports the export of those Utah-produced
19     renewable energy sources to other states.
20     Highlighted Provisions:
21          This resolution:
22          ▸     acknowledges the important role of rural communities in the development of energy
23     resources;

24          ▸     recognizes the economic and supply benefits that wind, solar, hydrogen, small
25     conduit hydroelectric, and geothermal energy development provide;
26          ▸     recognizes the energy market opportunities available to those states that develop
27     wind, solar, hydrogen, small conduit hydroelectric, and geothermal energy;
28          ▸     supports the development of wind, solar, hydrogen, small conduit hydroelectric, and
29     geothermal energy in rural areas of the state as a complement to Utah's diversified
30     energy system; and
31          ▸     supports the export of Utah-produced wind, solar, hydrogen, small conduit
32     hydroelectric, and geothermal energy to other states.
33     Special Clauses:
34          None

36     Be it resolved by the Legislature of the state of Utah, the Governor concurring therein:
37          WHEREAS, Utah's rural communities have long produced much of the energy
38     necessary to drive Utah's economy;
39          WHEREAS, some of these rural communities have not always enjoyed the prosperity
40     that has come with Utah's tremendous economic growth in recent decades;
41          WHEREAS, many of these rural communities are rich with the natural resources,
42     including wind, solar, hydrogen, small conduit hydroelectric, and geothermal resources,
43     necessary to provide energy for Utah and the nation;
44          WHEREAS, competitive energy markets in western states are providing new
45     opportunities for the sale of energy across state lines;
46          WHEREAS, Utah's natural salt dome geologic formations provide complementary
47     cost-effective storage potential for wind, solar, hydrogen, small conduit hydroelectric, and
48     geothermal development, as well as their own economic development opportunities;
49          WHEREAS, many western states are responding to this energy opportunity by
50     harnessing wind, solar, hydrogen, small conduit hydroelectric, and geothermal power, thus
51     providing economic benefits for rural communities and energy supplies to customers within
52     and outside their states; and
53          WHEREAS, Utah has an opportunity to maintain its position as a net exporter of energy
54     and a leader in energy production and innovation in the region:

55          NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah, the
56     Governor concurring therein, supports rural development of wind, solar, hydrogen, small
57     conduit hydroelectric, and geothermal energy resources within Utah as a complement to Utah's
58     diversified energy system, so that Utah's rural communities can take an active part in and
59     receive the benefits of Utah's economic development.
60          BE IT FURTHER RESOLVED that the Legislature and the Governor support the
61     export of Utah-produced wind, solar, hydrogen, small conduit hydroelectric, and geothermal
62     energy to other states in the West through participation in centralized and bilateral energy
63     markets.
