9 General Description:
10 This rules resolution establishes general standards for broadcast and materials
11 availability for certain legislative meetings and sessions.
12 Highlighted Provisions:
13 This rules resolution:
14 ▸ requires that certain meetings and sessions of the Legislature be broadcast with
15 audio and video;
16 ▸ requires that broadcasted meetings and sessions be archived on the Legislature's
17 website;
18 ▸ provides certain exceptions and conditions for the broadcasting requirements; and
19 ▸ provides standards for posting meeting materials on the Legislature's website.
20 Special Clauses:
21 This resolution provides a special effective date.

26 Be it resolved by the Legislature of the state of Utah:
27 Section 1. JR1-4-401 is enacted to read:
28 JR1-4-401. Meetings -- General broadcast and information requirements.
29 (1) As used in the section:
30 (a) "Meeting" means one of the following when conducted on capitol hill as defined in
31 Section 36-5-1:
32 (i) a standing committee as provided in HR3-2-201 or SR3-2-201;
33 (ii) an interim committee as provided in IR1-1-201;
34 (iii) a joint appropriations committee as provided in JR3-2-302;
35 (iv) the Legislative Management Committee created in Section 36-12-6;
36 (v) the Executive Appropriations Committee as provided in JR3-2-401;
37 (vi) the Retirement and Independent Entities Committee created in Section 63E-1-201;
38 (vii) a standing committee, interim committee, or appropriation committee meeting
39 jointly; or
40 (viii) a special committee, including a commission or task force, created by statute, by
41 the Senate under SR3-1-201, or by the House of Representatives under HR3-1-201.
42 (b) "Session" means an annual general session, a veto override session, a special
43 session, or a joint convention of the Senate and House.
44 (2) (a) Except for a closed meeting or another exception permitted under Title 52,
45 Chapter 4, Open and Public Meetings Act, the Legislature shall provide a broadcast of each
46 meeting and session that contains both audio and video.
47 (b) Each broadcast provided under Subsection (2)(a) shall be:
48 (i) provided live, excepting standard encoding and broadcast delays or technical
49 difficulties, via Internet streaming or other means; and
50 (ii) archived on the Legislature's website.
51 (3) Materials that are provided to the public by the entity conducting a meeting that is
52 subject to the requirements of this section shall be posted on the Legislature's website no later
53 than one business day after adjournment of the meeting.
54 Section 2. Effective date.
55 This rules resolution takes effect on May 1, 2020.
