17 Be it resolved by the House of Representatives of the state of Utah:
18 WHEREAS, the United States and Taiwan share an important relationship supported by
19 common values, including freedom, democracy, rule of law, and a free market economy;
20 WHEREAS, since 1956, the Church of Jesus Christ of Latter-day Saints has dispatched
21 more than 43,000 missionaries, including former Utah governor Jon Huntsman Jr., to Taiwan
22 as a friendly exchange between our peoples;
23 WHEREAS, the State of Utah is proud of the relationship it has enjoyed with Taiwan
24 since 1980, which has been consolidated by strong bilateral religious, trade, educational, and
25 cultural exchanges, scientific and technological development, and tourism;
26 WHEREAS, the United States ranks as Taiwan's second-largest trading partner and
27 Taiwan ranks as the United States' eleventh-largest trading partner. The United States and
28 Taiwan traded approximately $68 billion of goods and services in 2018, with Utah exporting
29 more than $600 million in goods to Taiwan. These exports included computers, electronic
30 products, food manufactures, chemicals, and machinery products;
31 WHEREAS, the Asia-Pacific region is the largest market in the world for American
32 exports, many of Utah's exports go to markets in the Asia-Pacific region and, as of 2018,
33 Taiwan is Utah's third-largest export market in Asia;
34 WHEREAS, this year marks the 40th anniversary of the Taiwan Relations Act, which
35 has been a cornerstone in the foundation of an enduring relationship between the United States
36 and Taiwan. On this foundation, the United States and Taiwan have steadily developed
37 relations throughout the years;
38 WHEREAS, the United States has recently reaffirmed the strength of its relationship
39 with Taiwan through the National Defense Authorization Act for the 2019 Fiscal Year, through
40 the Taiwan Travel Act, and by including Taiwan in the Global Entry Program. Each of these
41 actions evidences that the partnership between the United States and Taiwan is as strong as it
42 has ever been; and
43 WHEREAS, Taiwan is a member of the United States' Visa Waiver Program and the
44 Global Entry program, reflecting the mutual friendship, trust, and cooperation both share,
45 making business and tourist travel between Taiwan and the United States more convenient:
46 NOW, THEREFORE, BE IT RESOLVED that the House of Representatives of the
47 State of Utah, on behalf of the people of the State of Utah, reaffirm the friendship between the
48 State of Utah and Taiwan, and that the State of Utah continues to support efforts to further
49 strengthen the United States' and Taiwan's religious, trade, educational, and cultural
50 relationship.
51 BE IT FURTHER RESOLVED that a copy of this resolution be presented to the United
52 States secretary of state, each member of the Utah Congressional delegation, the Governor, and
53 the Taipei Economic and Cultural Office in San Francisco.
