7     LONG TITLE
8     General Description:
9          This bill requires the Department of Health to publish certain health care cost
10     information.
11     Highlighted Provisions:
12          This bill:
13          ▸     requires the Department of Health to make certain information from the all-payer
14     claims database available to the public through a standardized application program
15     interface format.

24     Be it enacted by the Legislature of the state of Utah:
25          Section 1. Section 26-33a-116 is enacted to read:
26          26-33a-116. Health care billing data.
27          (1) Ŝ→ [
The] Subject to Subsection (2), the ←Ŝ department shall Ŝ→ [:] make
27a     aggregate data produced under this chapter available to the public through a standardized
27b     application program interface format.
27c      ☆(2) (a) The department shall ensure that data made available to the public under Subsection
27d     (1):
27e      (i) does not contain identifiable health data of a patient; and ←Ŝ

28          Ŝ→ [
(a) anonymize the data collected under this chapter to meet] (ii) meets ←Ŝ state and
28a     federal data
29     privacy requirements, including the requirements of Section Ŝ→ [
26-33a-109; and] 26-33a-107.
29a      (b) The department may not release any data under Subsection (1) that may be identifiable
29b     health data of a patient. ←Ŝ
30          Ŝ→ [
(b) make the anonymized data available to the public through a standardized
31     application program interface format.
32          (2) The requirements of Sections 26-33a-106 and 26-33a-107 do not apply to the
33     release of anonymized data under Subsection (1)(b).
