9 General Description:
10 This bill requires the Utah Data Research Center to maintain a higher education
11 institution information website.
12 Highlighted Provisions:
13 This bill:
14 ▸ enacts provisions requiring the Utah Data Research Center (center) to report to the
15 Economic Development and Workforce Services Interim Committee;
16 ▸ requires the center to maintain a higher education institution information website;
17 and
18 ▸ makes technical and conforming changes.

30 Be it enacted by the Legislature of the state of Utah:
31 Section 1. Section 35A-14-304 is amended to read:
32 35A-14-304. Reporting.
33 (1) The center shall report to the Education Interim Committee and the Economic
34 Development and Workforce Services Interim Committee:
35 (a) before July 1 of each year regarding the center's:
36 (i) research priorities for the year; and
37 (ii) completed research from the previous year; and
38 (b) before December 1 of each year, the center's ongoing data research priority list
39 described in Subsection 35A-14-302(2).
40 (2) The Education Interim Committee and the Economic Development and Workforce
41 Services Interim Committee shall provide the center ongoing input regarding the center's data
42 research priorities.
43 Section 2. Section 35A-14-305, which is renumbered from Section 53B-1-112 is
44 renumbered and amended to read:

47 (1) As used in this section:
48 (a) "Department" means the Department of Workforce Services.

64 (c) "Job placement [
65 center, and based on information from the department, that reflects the job placement rate and
66 industry employment information for a student who graduates from a program.
67 (d) (i) "Program" means a program of organized instruction or study at an institution
68 that leads to:
69 (A) an academic degree;
70 (B) a professional degree;
71 (C) a vocational degree;
72 (D) a certificate of one year or greater or the direct assessment equivalent; or
73 (E) another recognized educational credential.
74 (ii) "Program" includes instruction or study that, in lieu of time as a measurement for
75 student learning, utilizes direct assessment of student learning, or recognizes the direct
76 assessment of student learning by others, if the assessment is consistent with the accreditation
77 of the institution or program utilizing the results of the assessment.
78 (e) "Student loan information" means the percentage of students at an institution who:
79 (i) received a Title IV loan authorized under:
80 (A) the Federal Perkins Loan Program;
81 (B) the Federal Family Education Loan Program; or
82 (C) the William D. Ford Direct Loan Program; and
83 (ii) fail to pay a loan described in Subsection (1)(e)(i)[
84 (f) "Total costs" means:
85 (i) the estimated costs a student would incur while completing a program, including:
86 (A) tuition and fees; and
87 (B) books, supplies, and equipment; and
88 (ii) calculated based on a student's [
89 would be incurred while a student completes a program and are subsidized by taxpayer
90 contribution, including:
91 (A) tuition and fees; and
92 (B) other applicable expenses subsidized by taxpayer contribution for program
93 completion.
94 (g) "Student payment options" means a program or resource, including the following,
95 that provides funds for a student for payment of total costs or a portion of total costs:
96 (i) a private or public loan program for which a student may be eligible;
97 (ii) grants for which a student may be eligible;
98 (iii) work-study stipends for which a student by may be eligible;
99 (iv) payment from personal finances; or
100 (v) public or private scholarships for which a student may be eligible.

102 and based on information from the department, that reflects a student's wage the first year and
103 fifth year after a student has successfully completed a program.
104 (2) (a) The center shall make available to the public, on a website maintained by the
105 center, the following information for each program within each institution:
106 (i) job placement information;
107 (ii) to the extent supporting information is available, student loan information;
108 (iii) total costs;
109 (iv) student payment options; and
110 (v) wage information.
111 (b) Upon request, the Board of Regents shall provide the center with information
112 described in this section.
113 (3) The website shall display the information described in Subsection (2) in an
114 accessible format that:
115 (a) may be customized to an individual's post-secondary education plans;
116 (b) provides student payment options that are relevant and reasonably available to an
117 individual student; and
118 (c) allows for easy comparison of:
119 (i) the same program or similar programs between at least two institutions; or
120 (ii) one or more programs between at least two institutions or within the same
121 institution.
