8     LONG TITLE
9     General Description:
10          This bill designates Navajo Code Talker Day, and designates certain highways as
11     Navajo Code Talker Highway.
12     Highlighted Provisions:
13          This bill:
14          ▸     designates Navajo Code Talker Day;
15          ▸     designates portions of Highways 162, 163, and 191 in San Juan County as the
16     Navajo Code Talker Highway;
17          ▸     requires the Department of Transportation to install signs to indicate the designation
18     of the Navajo Code Talker Highway; and
19          ▸     makes technical changes.
20     Money Appropriated in this Bill:
21          This bill appropriates in fiscal year 2020:
22          ▸     to the Department of Transportation -- Operations/Maintenance Management --
23     Maintenance Administration, as a one-time appropriation:
24               •     from the General Fund, One-time, $9,000.

33     Be it enacted by the Legislature of the state of Utah:
34          Section 1. Section 63G-1-401 is amended to read:
35          63G-1-401. Commemorative periods.
36          (1) The following days shall be commemorated annually:
37          [(a) Bill of Rights Day, on December 15;]
38          [(b) Constitution Day, on September 17;]
39          [(c) Yellow Ribbon Day, on the third Monday in May, in honor of men and women
40     who are serving or have served in the United States Armed Forces around the world in defense
41     of freedom;]
42          [(d) POW/MIA Recognition Day, on the third Friday in September;]
43          [(e) Indigenous People Day, on the Monday immediately preceding Thanksgiving;]
44          [(f) Utah State Flag Day, on March 9;]
45          [(g) Vietnam Veterans Recognition Day, on March 29;]
46          [(h)] (a) Utah History Day at the Capitol, on the Friday immediately following the
47     fourth Monday in January, to encourage citizens of the state, including students, to participate
48     in activities that recognize Utah's history; [and]
49          (b) Utah State Flag Day, on March 9;
50          (c) Vietnam Veterans Recognition Day, on March 29;
51          (d) Yellow Ribbon Day, on the third Monday in May, in honor of men and women who
52     are serving or have served in the United States Armed Forces around the world in defense of
53     freedom;
54          [(i)] (e) Juneteenth Freedom Day, on the third Saturday in June, in honor of Union
55     General Gordon Granger proclaiming the freedom of all slaves on June 19, 1865, in Galveston,
56     Texas;
57          [(j)] (f) Arthrogryposis Multiplex Congenita Awareness Day, on June 30; [and]

58          (g) Navajo Code Talker Day, on August 14;
59          [(k)] (h) Rachael Runyan/Missing and Exploited Children's Day, on August 26, the
60     anniversary of the day three-year-old Rachael Runyan was kidnaped from a playground in
61     Sunset, Utah, to:
62          (i) encourage individuals to make child safety a priority;
63          (ii) remember the importance of continued efforts to reunite missing children with their
64     families; and
65          (iii) honor Rachael Runyan and all Utah children who have been abducted or
66     exploited[.];
67          (i) Constitution Day, on September 17;
68          (j) POW/MIA Recognition Day, on the third Friday in September;
69          (k) Indigenous People Day, on the Monday immediately preceding Thanksgiving; and
70          (l) Bill of Rights Day, on December 15.
71          (2) The Department of Veterans and Military Affairs shall coordinate activities, special
72     programs, and promotional information to heighten public awareness and involvement relating
73     to Subsections [(1)(c) and (d)] (1)(d) and (j).
74          [(3) The month of October shall be commemorated annually as Italian-American
75     Heritage Month.]
76          [(4) The month of November shall be commemorated annually as American Indian
77     Heritage Month.]
78          [(5)] (3) The month of April shall be commemorated annually as Clean Out the
79     Medicine Cabinet Month to:
80          (a) recognize the urgent need to make Utah homes and neighborhoods safe from
81     prescription medication abuse and poisonings by the proper home storage and disposal of
82     prescription and over-the-counter medications; and
83          (b) educate citizens about the permanent medication disposal sites in Utah listed on
84     useonlyasdirected.org that allow disposal throughout the year.
85          (4) The second full week of April shall be commemorated annually as Animal Care
86     and Control Appreciation Week to recognize and increase awareness within the community of
87     the services that animal care and control professionals provide.
88          (5) The third full week of June shall be commemorated annually as Workplace Safety

89     Week to heighten public awareness regarding the importance of safety in the workplace.
90          (6) The first full week of May shall be commemorated annually as State Water Week
91     to recognize the importance of water conservation, quality, and supply in the state.
92          (7) The second Friday and Saturday in August shall be commemorated annually as
93     Utah Fallen Heroes Days to:
94          (a) honor fallen heroes who, during service in the military or public safety, have
95     sacrificed their lives to protect the country and the citizens of the state; and
96          (b) encourage political subdivisions to acknowledge and honor fallen heroes.
97          (8) The third full week in August shall be commemorated annually as Drowsy Driving
98     Awareness Week to:
99          (a) educate the public about the relationship between fatigue and driving performance;
100     and
101          (b) encourage the Department of Public Safety and the Department of Transportation to
102     recognize and promote educational efforts on the dangers of drowsy driving.
103          [(9) The third full week of June shall be commemorated annually as Workplace Safety
104     Week to heighten public awareness regarding the importance of safety in the workplace.]
105          [(10) The second full week of April shall be commemorated annually as Animal Care
106     and Control Appreciation Week to recognize and increase awareness within the community of
107     the services that animal care and control professionals provide.]
108          (9) The month of October shall be commemorated annually as Italian-American
109     Heritage Month.
110          (10) The month of November shall be commemorated annually as American Indian
111     Heritage Month.
112          Section 2. Section 72-4-218 is enacted to read:
113          72-4-218. Navajo Code Talker Highway.
114          (1) There is established the Navajo Code Talker Highway composed of the existing
115     Highway 162 in San Juan County from the Utah-Colorado border near Aneth to Bluff, then
116     Highway 191 and Highway 163 southwest through Mexican Hat to the Utah-Arizona border
117     near Monument Valley.
118          (2) In addition to other official designations, the Department of Transportation shall
119     designate the portions of the highway identified in Subsection (1) as the Navajo Code Talker

120     Highway on future state highway maps.
121          (3) As soon as practicable, the Department of Transportation shall install appropriate
122     signs along portions of highway indicating the designation as the Navajo Code Talker Highway
123     as described in Subsection (1).
124          Section 3. Appropriation.
125          The following sums of money are appropriated for the fiscal year beginning July 1,
126     2019, and ending June 30, 2020. These are additions to amounts previously appropriated for
127     fiscal year 2020. Under the terms and conditions of Title 63J, Chapter 1, Budgetary Procedures
128     Act, the Legislature appropriates the following sums of money from the funds or accounts
129     indicated for the use and support of the government of the state of Utah.
