7     LONG TITLE

8     General Description:
9          This bill supplements appropriations previously provided for the support and operation of
10     state government for the fiscal year beginning July 1, 2019 and ending June 30, 2020.
11     Highlighted Provisions:
12          This bill:
13          ▸     provides budget increases for the use and support of certain state agencies;
14          ▸     provides funds for the bills with fiscal impact passed in the 2019 First Special Session;
15     and
16          ▸     provides intent language.
17     Money Appropriated in this Bill:
18          This bill appropriates $2,500,000 in operating and capital budgets for fiscal year 2020, all of
19     which is from the General Fund.
20     Other Special Clauses:
21          This bill takes effect immediately.

25     Be it enacted by the Legislature of the state of Utah:
26          Section 1. FY 2020 Appropriations. The following sums of money are appropriated for the
27     fiscal year beginning July 1, 2019 and ending June 30, 2020.
28          Subsection 1(a). Operating and Capital Budgets. Under the terms and conditions of
29     Title 63J, Chapter 1, Budgetary Procedures Act, the Legislature appropriates the following sums of
30     money from the funds or accounts indicated for the use and support of the government of the state of
31     Utah.

46          The Legislature intends that the Division of Finance shall
47     not release funds associated with this appropriation until the
48     Governor's Office and Census Complete Count Committee
49     present a detailed plan to the Executive Appropriations
50     Committee in its November, 2019 meeting on how these funds
51     will be used to focus Census outreach efforts on rural areas of
52     the state, areas with limited internet access, populations of
53     lower socioeconomic status, racial and ethnic minority
54     communities, and aging populations. The Legislature further
55     intends that the Governor's Office work closely in this effort
56     with the Utah Multi-cultural Commission at the Department of
57     Heritage and Arts; the Division of Aging and Adult Services at
58     the Department of Human Services, the Department of
59     Workforce Services, and other relevant state agencies;
60     non-profit organizations; the Utah Association of Counties; the
61     Utah League of Cities and Towns; faith-based organizations;
62     and schools, colleges, and universities throughout the state.

69          The Legislature intends that the funding provided by this

70     item support Census awareness and outreach efforts statewide.
71          Section 2. Effective Date.
72          If approved by two-thirds of all the members elected to each house, this bill takes effect upon
73     approval by the Governor, or the day following the constitutional time limit of Utah Constitution
74     Article VII, Section 8 without the Governor's signature, or in the case of a veto, the date of override.
