7 LONG TITLE
8 General Description:
9 This bill supplements appropriations previously provided for the support and operation of
10 state government for the fiscal year beginning July 1, 2019 and ending June 30, 2020.
11 Highlighted Provisions:
12 This bill:
13 ▸ provides budget increases for Behavioral Health Services;
14 ▸ reduces unused appropriations for Medicaid Expansion;
15 ▸ provides one-time appropriation for Washington County Court Support Services; and
16 ▸ provides intent language.
17 Money Appropriated in this Bill:
18 This bill appropriates $3,900,000 in operating and capital budgets for fiscal year 2020, all of
19 which is from the General Fund.
20 This bill appropriates ($3,900,000) in restricted fund and account transfers for fiscal year
21 2020, all of which is from the General Fund.
22 Other Special Clauses:
23 This bill takes effect immediately.

27 Be it enacted by the Legislature of the state of Utah:
28 Section 1. FY 2020 Appropriations. The following sums of money are appropriated for the
29 fiscal year beginning July 1, 2019 and ending June 30, 2020.
30 Subsection 1(a). Operating and Capital Budgets. Under the terms and conditions of
31 Title 63J, Chapter 1, Budgetary Procedures Act, the Legislature appropriates the following sums of
32 money from the funds or accounts indicated for the use and support of the government of the state of
33 Utah.

42 The Legislature intends that the Department of Human
43 Services issue $398,800 to Washington County in order to
44 restore funding to the Washington County Court Support
45 Services program.
46 Subsection 1(b). Restricted Fund and Account Transfers. The Legislature authorizes
47 the State Division of Finance to transfer the following amounts between the following funds or
48 accounts as indicated. Expenditures and outlays from the funds to which the money is transferred
49 must be authorized by an appropriation.

55 Section 2. Effective Date.
56 If approved by two-thirds of all the members elected to each house, this bill takes effect upon
57 approval by the Governor, or the day following the constitutional time limit of Utah Constitution
58 Article VII, Section 8 without the Governor's signature, or in the case of a veto, the date of override.
