19     LONG TITLE
20     General Description:
21          This bill requires the Department of Transportation to lead in the creation of a statewide
22     electric vehicle charging network plan.
23     Highlighted Provisions:
24          This bill:
25          ▸     requires the Department of Transportation, in consultation with relevant private
26     entities, to lead in the creation of a statewide electric vehicle charging network plan
27     to provide electric vehicle charging facilities along certain state highways;
28          ▸     requires the department to coordinate with other relevant state and local entities;

29     and
30          ▸     requires the department to present the plan to the Transportation Interim
31     Committee.

40     Be it enacted by the Legislature of the state of Utah:
41          Section 1. Section 72-1-215 is enacted to read:
42          72-1-215. Statewide electric vehicle charging network plan -- Report.
43          (1) (a) The department, in consultation with relevant entities in the private sector, shall
44     develop a statewide electric vehicle charging network plan.
45          (b) To develop the statewide electric vehicle charging network plan, the department
46     shall consult with political subdivisions and other relevant state agencies, divisions, and
47     entities, including:
48          (i) the Department of Environmental Quality created in Section 19-1-104;
49          (ii) the Division of Facilities Construction and Management created in Section
50     63A-5-201;
51          (iii) the Office of Energy Development created in Section 63M-4-401; and
52          (iv) the Department of Natural Resources created in Section 79-2-201.
53          (2) The statewide electric vehicle charging network plan shall provide implementation
54     strategies to ensure that electric vehicle charging stations are available:
55          (a) at strategic locations as determined by the department by June 30, 2021;
56          (b) at incremental distances no greater than every 50 miles along the state's interstate

57     highway system by December 31, 2025; and
58          (c) along other major highways within the state as the department finds appropriate.
59          (3) The department shall provide a report before November 30, 2020 to the
60     Transportation Interim Committee to outline the statewide electric vehicle charging network
61     plan.
