10 General Description:
11 This joint resolution extends the state of emergency due to infectious disease
12 COVID-19 Novel Coronavirus.
13 Highlighted Provisions:
14 This resolution:
15 ▸ recognizes the Governor's executive order, issued on March 6, 2020, declaring a
16 state of emergency due to infectious disease COVID-19 Novel Coronavirus;
17 ▸ recognizes that the Governor has requested that the Legislature extend the state of
18 emergency to June 30, 2020;
19 ▸ finds that the extension is necessary to protect the health and welfare of the citizens
20 of the state of Utah; and
21 ▸ extends the state of emergency, due to infectious disease COVID-19 Novel
22 Coronavirus, to June 30, 2020.

26 Be it resolved by the Legislature of the state of Utah:
27 WHEREAS, on March 6, 2020, pursuant to Utah Code Section 53-2a-206, Governor
28 Gary R. Herbert issued an executive order declaring a state of emergency due to infectious
29 disease COVID-19 Novel Coronavirus;
30 WHEREAS, Utah Code Subsection 53-2a-206(3) provides that "[a] state of emergency
31 may not continue for longer than 30 days unless extended by joint resolution of the
32 Legislature";
33 WHEREAS, the Governor issued the executive order as a proactive measure, before a
34 confirmed case was diagnosed in the state;
35 WHEREAS, subsequent to the Governor's order declaring an emergency, but on the
36 same day, the first case of COVID-19 in Utah was confirmed;
37 WHEREAS, the Governor has requested that the Legislature extend the state of
38 emergency, declared by the Governor, until June 30, 2020; and
39 WHEREAS, the Legislature finds that it is necessary to extend the state of emergency
40 until June 30, 2020, to ensure that appropriate response and recovery action is taken to protect
41 the health and welfare of the citizens of the state of Utah:
42 NOW, THEREFORE, BE IT RESOLVED by the Legislature of the state of Utah that
43 the state of emergency declared by the Governor on March 6, 2020, due to infectious disease
44 COVID-19 Novel Coronavirus, is extended to June 30, 2020.
