9     General Description:
10          This bill creates a study of certain medications used in transgender procedures for
11     minors.
12     Highlighted Provisions:
13          This bill:
14          ▸     creates a grant to study the use of certain medications used in transgender
15     procedures for minors;
16          ▸     creates a reporting requirement;
17          ▸     provides an appropriation; and
18          ▸     creates a sunset date.

30     Be it enacted by the Legislature of the state of Utah:
31          Section 1. Section 26-1-41 is enacted to read:
32          26-1-41. Grant program to study medications used in transgender procedures for
33     minors -- Report.
34          (1) Within legislative appropriations, the department shall issue a request for
35     applications for an individual to conduct the study described in Subsection (2).
36          (2) The recipient of a grant under this section shall:
37          (a) possess a doctoral degree in medicine, pharmacology, or a related field; and
38          (b) conduct a review of any available scientific research related to the administration of
39     a gonadotropin releasing hormone agent to a minor for the purpose of facilitating the minor's
40     desire to present or appear in a manner that is inconsistent with the minor's sex, and any side
41     effects of that use; and
42          (c) report the information described in Subsection (2)(b) to the department.
43          (3) The department shall report the information submitted to the department under
44     Subsection (2)(c) to the Health and Human Services Interim Committee on or before
45     November 30, 2020.
46          Section 2. Section 63I-2-226 is amended to read:
47          63I-2-226. Repeal dates -- Title 26.
48          (1) Section 26-1-41 is repealed January 1, 2021.
49          [(1)] (2) Subsection 26-7-8(3) is repealed January 1, 2027.
50          [(2)] (3) Section 26-8a-107 is repealed July 1, 2024.
