9 General Description:
10 This bill creates a study of the diagnosis, treatment, and care of a minor who is
11 transgender.
12 Highlighted Provisions:
13 This bill:
14 ▸ directs the Department of health to conduct a study on the diagnosis, treatment, and
15 care of minors who are transgender;
16 ▸ allows the department to contract to perform the study in this bill;
17 ▸ creates a reporting requirement; and
18 ▸ creates a sunset date.

30 Be it enacted by the Legislature of the state of Utah:
31 Section 1. Section 26-1-41 is enacted to read:
32 26-1-41. Grant program to study medications used in transgender procedures for
33 minors -- Report.
34 (1) The department shall conduct a study to review scientifically valid research, with a
35 priority for peer-reviewed studies, regarding:
36 (a) the diagnosis, treatment, and care of minors who are transgender; and
37 (b) the benefits and side effects of administering a gonadotropin releasing hormone
38 agent which is used to facilitate the minor's gender transition.
39 (2) (a) The study described in Subsection (1) shall be conducted by one or more
40 individuals who possess a doctoral degree in medicine, pharmacology, or a related field.
41 (b) The department may contract to conduct the study described in Subsection (1).
42 (3) On or before November 30, 2020, the department shall report to the Health and
43 Human Services Interim Committee:
44 (a) the results of the study under this section; or
45 (b) if the department does not believe that the department will be able to complete the
46 study under this section on or before November 30, 2020:
47 (i) the reason for the delay in completing the study;
48 (ii) any steps that the department has taken to prepare the study; and
49 (iii) when the department believes that the department will be able to report the results
50 of the study.
51 Section 2. Section 63I-2-226 is amended to read:
52 63I-2-226. Repeal dates -- Title 26.
53 (1) Section 26-1-41 is repealed July 1, 2021.
