7     LONG TITLE
8     General Description:
9          This bill creates the Climate and Air Quality Task Force to study and make
10     recommendations on ways to address air quality, climate change, and the Utah
11     Roadmap.
12     Highlighted Provisions:
13          This bill:
14          ▸     creates the Climate and Air Quality Task Force;
15          ▸     provides that the task force shall study and make recommendations on:
16               •     ways to address air quality and climate change; and
17               •     the recommendations in the Utah Roadmap;
18          ▸     provides that the task force may recommend legislation to the Natural Resources,
19     Agriculture, and Environment Interim Committee;
20          ▸     requires the task force to provide a final report to the Natural Resources,
21     Agriculture, and Environment Interim Committee; and
22          ▸     provides a sunset date for the task force.

33     Be it enacted by the Legislature of the state of Utah:
34          Section 1. Section 36-29-107 is enacted to read:
35          36-29-107. Climate and Air Quality Task Force.
36          (1) As used in this section:
37          (a) "Task force" means the Climate and Air Quality Task Force created in Subsection
38     (2).
39          (b) "Utah Roadmap" means the Utah Roadmap report created by the Kem C. Gardner
40     Policy Institute, dated January 31, 2020.
41          (2) There is created the Climate and Air Quality Task Force consisting of the following
42     17 members:
43          (a) four members of the Senate appointed by the president of the Senate, no more than
44     three of whom are from the same political party;
45          (b) seven members of the House of Representatives appointed by the speaker of the
46     House of Representatives, no more than five of whom are from the same political party;
47          (c) two members, who are not legislators, appointed by the governor;
48          (d) two members, who are not legislators, appointed by the speaker of the House of
49     Representatives; and
50          (e) two members, who are not legislators, appointed by the president of the Senate.
51          (3) (a) The president of the Senate shall designate a member of the Senate appointed
52     under Subsection (2)(a) as a cochair of the task force.
53          (b) The speaker of the House of Representatives shall designate a member of the House
54     of Representatives appointed under Subsection (2)(b) as a cochair of the task force.
55          (4) Salaries and expenses of the members of the task force shall be paid in accordance
56     with Section 36-2-2 and Legislative Joint Rules, Title 5, Chapter 3, Legislator Compensation.
57          (5) A member may not receive compensation or benefits for the member's service, but
58     may receive per diem and travel expenses in accordance with:

59          (a) Section 63A-3-106;
60          (b) Section 63A-3-107; and
61          (c) rules made by the Division of Finance pursuant to Sections 63A-3-106 and
62     63A-3-107.
63          (6) The Office of Legislative Research and General Counsel shall provide staff support
64     to the task force.
65          (7) The task force shall study and make recommendations to the Natural Resources,
66     Agriculture, and Environment Interim Committee on:
67          (a) ways to address air quality and climate change in Utah; and
68          (b) the following recommendations from the Utah Roadmap to:
69          (i) implement best practices and statewide efforts to transition to cleaner state vehicle
70     fleets, adopt energy efficiency goals in state buildings, establish more robust telework program
71     targets, provide additional funding for reforestation, and invest in more energy planning;
72          (ii) create a premier air quality and changing climate solutions laboratory to coordinate,
73     encourage, and inform statewide and national efforts;
74          (iii) adopt emissions goals and measure results;
75          (iv) accelerate existing quality growth efforts to provide more transportation choices,
76     support housing options, preserve open space, improve energy efficiency in buildings, and link
77     economic development with transportation and housing decisions;
78          (v) position Utah as the market-based electric vehicle state by expanding the network
79     of charging stations, incentivizing the transition from older vehicles to cleaner vehicles, and
80     involving Utah auto dealers in strategies to increase the zero-emissions vehicle supply;
81          (vi) provide ongoing economic transition assistance to rural communities; and
82          (vii) participate in national dialogue and take the lead in national discussions about
83     how to harness the power of market forces and new technologies to reduce carbon emissions in
84     a way that protects health, sustains economic development, and offers other benefits to Utahns.
85          (8) The task force may recommend legislation to the Natural Resources, Agriculture,
86     and Environment Interim Committee.
87          (9) The task force shall provide a final report to the Natural Resources, Agriculture,
88     and Environment Interim Committee before November 30, 2025.
89          Section 2. Section 63I-1-236 is amended to read:

90          63I-1-236. Repeal dates, Title 36.
91          (1) Title 36, Chapter 17, Legislative Process Committee, is repealed January 1, 2023.
92          (2) Section 36-12-20 is repealed June 30, 2023.
93          (3) Title 36, Chapter 22, Native American Legislative Liaison Committee, is repealed
94     July 1, 2022.
95          (4) Title 36, Chapter 28, Veterans and Military Affairs Commission, is repealed
96     January 1, 2025.
97          (5) Section 36-29-105 is repealed on December 31, 2020.
98          (6) Section 36-29-106 is repealed June 1, 2021.
99          (7) Section 36-29-107 is repealed on July 1, 2026.
