7 LONG TITLE
8 General Description:
9 This bill requires the Commission on Criminal and Juvenile Justice to produce a report
10 on violent crimes and self defense tactics in the state.
11 Highlighted Provisions:
12 This bill:
13 ▸ requires the Bureau of Criminal Identification to report certain information
14 regarding violent crimes in the state to the Commission on Criminal and Juvenile
15 Justice;
16 ▸ requires the Commission on Criminal and Juvenile Justice to produce a report every
17 three years on violent crimes and self defense tactics in the state; and
18 ▸ requires the Commission on Criminal and Juvenile Justice to submit the report to
19 the Law Enforcement and Criminal Justice Interim Committee and the Judiciary
20 Interim Committee.

30 Be it enacted by the Legislature of the state of Utah:
31 Section 1. Section 53-10-205.1 is enacted to read:
32 53-10-205.1. Statewide uniform crime reporting system data for violent crimes.
33 (1) On or before August 30, 2021, and before August 30 every subsequent three years,
34 the bureau shall report the following information acquired under the statewide uniform crime
35 reporting system to the Commission on Criminal and Juvenile Justice for the previous 15 years,
36 in accordance with available data:
37 (a) the number of fatal homicides committed with a weapon;
38 (b) the number of violent crime victims who fall into the following age groups:
39 (i) 10 years old and under;
40 (ii) 11 to 15 years old;
41 (iii) 16 to 20 years old;
42 (iv) 21 to 25 years old;
43 (v) 26 to 30 years old;
44 (vi) 31 to 35 years old;
45 (vii) 36 to 40 years old;
46 (viii) 41 to 45 years old;
47 (ix) 46 to 50 years old;
48 (x) 51 to 55 years old;
49 (xi) 56 to 60 years old;
50 (xii) 61 to 65 years old;
51 (xiii) 66 years old and older; and
52 (xiv) those of unknown age;
53 (c) the number of violent crime offenders who fall into the following age groups:
54 (i) 10 years old and younger;
55 (ii) 11 to 15 years old;
56 (iii) 16 to 20 years old;
57 (iv) 21 to 25 years old;
58 (v) 26 to 30 years old;
59 (vi) 31 to 35 years old;
60 (vii) 36 to 40 years old;
61 (viii) 41 to 45 years old;
62 (ix) 46 to 50 years old;
63 (x) 51 to 55 years old;
64 (xi) 56 to 60 years old;
65 (xii) 61 to 65 years old;
66 (xiii) 66 years old and older; and
67 (xiv) those of unknown age;
68 (d) the number of violent offenses involving the following weapons:
69 (i) firearms;
70 (ii) handguns;
71 (iii) rifles;
72 (iv) shotguns; and
73 (v) other weapons;
74 (e) the number of violent offenses that occurred in or around the following locations;
75 (i) a commercial or office building;
76 (ii) a highway, road, alley, street, or sidewalk;
77 (iii) a park or playground;
78 (iv) a parking lot, drop lot, or garage;
79 (v) a residence or home;
80 (vi) a college, university, or institution of higher education;
81 (vii) a public or private elementary or secondary school;
82 (viii) a shopping mall; and
83 (ix) any other known or unknown location;
84 (f) the number of violent offenses where the offender's relationship to the victim is
85 described as:
86 (i) a family member;
87 (ii) someone known to the victim;
88 (iii) a stranger; and
89 (iv) any other relationship; or
90 (g) the number of violent crimes committed under the following circumstances:
91 (i) an argument;
92 (ii) an assault on a law enforcement officer;
93 (iii) a drug deal;
94 (iv) a gangland killing or act of organized crime, including juvenile gang or street gang
95 activity;
96 (v) a lovers quarrel;
97 (vi) a mercy killing;
98 (vii) an act where another felony was involved; and
99 (viii) other circumstances or unknown circumstances.
100 Section 2. Section 63M-7-205.1 is enacted to read:
101 63M-7-205.1. Report on violent crime and self defense tactics.
102 (1) On or before November 30, 2021, and before November 30 every subsequent three
103 years, the commission shall produce a report complete with:
104 (a) the information provided to the commission by the Bureau of Criminal
105 Identification, as outlined in Section 53-10-205.1; and
106 (b) the results of a survey conducted at least once every three years that tracks relevant
107 violent crime victimization information, including defensive weapon use.
108 (2) The commission shall provide a written copy of the report to the Law Enforcement
109 and Criminal Justice Interim Committee and the Judiciary Interim Committee.
